City Council <br />Meeting Minutes <br />July 26, 2022 <br />Page 2 of 5 <br />Sustainablility Coordinator Betzold stated staff has drafted the RFP for the plan. The <br />City currently has ten buildings that fall within the scope of this project. These buildings <br />will each undergo a full electrification audit and cost evaluation to then determine a <br />recommended implementation timeline. <br />Within the scope of work, each building will receive an ASHRAE level 2 or 3 audit and <br />will receive a list of recommendations for electrification, with a financial summary that <br />includes options for financing and grants to offset costs. The total electrical <br />infrastructure capacity upgrades required to allow for full electrification and EV charging <br />capacity will be detailed in each report. The availability of materials, including potential <br />supply chain issues, and availability of service providers will be assessed for the <br />recommended timeline. In addition, a decarbonization summary (GHG reductions) will <br />be provided. <br />The report will give staff specific recommendations for each facility based on the <br />existing natural gas (or other) system to be upgraded, an evaluation of the existing and <br />proposed electrical infrastructure upgrade requirements with cost estimates for the <br />engineering design and implementation specific to each proposed equipment location <br />and an evaluation of the electrification risks and alternative options. Fleet assessments <br />will be conducted in conjunction with each facility, evaluating existing fleet routes, <br />schedules, and down -time. <br />Lastly, each deliverable will include an evaluation of operations and additional <br />equipment electrification such as lawnmowers, trimmers, leaf blowers, golf carts, snow <br />removal equipment and other equipment. Each evaluation will include cost estimates <br />and availability and will evaluate the necessary added equipment charging capacity at <br />each building that will be required with recommended charging schedules similar to fleet <br />EV recommendations. <br />The final report will summarize the ten audit reports and include a strategic roadmap <br />with specific action items for full decarbonization of City buildings, fleet, equipment and <br />operations by 2030. This roadmap will include a financial and technological feasibility <br />assessment, implementation timeline, greenhouse gas reduction potential and annual <br />budget implications to achieve decarbonization within the allotted timeframe. <br />Staff recommends moving forward with the attached RFP for the Internal <br />Decarbonization Plan and hiring an engineering firm to complete the scope of work. <br />Public Comments <br />Josh Cooperman, 216 Griffith Street, urged Council to move this project forward to <br />reduce the impacts on climate change and to set a good example for residents and <br />surrounding communities. <br />
