City Council <br />Meeting Minutes <br />May 3, 2022 <br />Page 5 of 8 <br />Mayor Pro Tern Maloney stated this change puts people in the position to make their own <br />decision. He stated he can support the Mayor's compromise. <br />Councilmember Leh stated Council approved an opt out for the building code to give <br />people options; he does not think this amendment is helpful to those rebuilding. <br />Councilmember Brown stated he could support the compromise. <br />MOTION: Councilmember Dickinson moved to approve Ordinance No. 1828 as amended <br />by the Mayor; seconded by Councilmember Fahey. <br />Members decided on language for the amendment changing Section C to "Except that <br />only one electric vehicle capable charging station shall be required for building permits <br />issues pursuant to the 2018 IECC Code." <br />Mayor Stolzmann closed the public hearing. <br />VOTE: Motion passed 6-1 with Councilmember Leh voting no. <br />BANQUET OR RECEPTION HALL USE GROUP <br />ORDINANCE NO. 1829, SERIES 2022 — AN ORDINANCE AMENDING TITLE 17 OF <br />THE LOUISVILLE MUNICIPAL CODE TO ESTABLISH A BANQUET OR RECEPTION <br />HALL USE GROUP AND CRITERIA FOR CONSIDERATION OF BANQUET HALLS AS <br />A SPECIAL REVIEW USE IN SPECIFIED ZONE DISTRICTS — 2nd READING — <br />PUBLIC HEARING (advertised Daily Camera 4/10/22) <br />RESOLUTION NO. 24, SERIES 2022 — A RESOLUTION APPROVING A REQUEST <br />FOR A SPECIAL REVIEW USE TO ALLOW FOR THE USE GROUP, BANQUET OR <br />RECEPTION HALL, FOR THE PROPERTY AT 957 MAIN STREET <br />Mayor Stolzmann introduced the item and asked for disclosures, seeing none she opened <br />the public hearing. <br />Preservation Planner Kim Bauer stated the City's current Special Review uses do not <br />include a specified use group that would accommodate a banquet event space. This <br />ordinance would add a use of Banquet or Reception Hall in specific zoned areas. It would <br />not be permitted in residential or agricultural zoned areas and a public hearing would be <br />required for approval of this use. It could not be approved administratively. <br />If the ordinance is approved, the applicant is requesting a Special Review Use (SRU) to <br />allow a banquet hall on the property on Main Street for private events. Bauer reviewed the <br />history of the property and the plans for the banquet hall including occupancy limits. <br />Staff finds the proposal meets all five criteria for an SRU. The applicant has agreed to <br />limit total occupancy to no more than 251 persons per event, and total occupancy to 372 <br />
