City Council <br />Meeting Minutes <br />May 3, 2022 <br />Page 4 of 8 <br />the time of the fire and they would have three years to use this option. The Planning <br />Commission recommended approval. <br />Councilmember Leh asked what the cost is for a charging station. Director Zuccaro stated <br />it is estimated to be just over $1400 on average, however if a home needs to upgrade an <br />electrical panel to accommodate these it could be more. <br />Mayor Stolzmann asked if this will apply to multifamily properties as well. Director <br />Zuccaro stated yes it is for all residential properties affected by the Marshall Fire. <br />Public Comments <br />Larry Donner, 1020 Willow Place, encouraged Council to approve the ordinance. <br />Josh Cooperman, 216 Griffith Street, stated he does not support the ordinance as <br />transitioning to electric vehicles is paramount to phasing out gas vehicles and should be <br />incentivized. The chargers are not a considerable expense if installed at the time of <br />building. He proposed changing the ordinance to requiring only one charging station. <br />Iwona Pilinski, 1016 Arapahoe Circle, encouraged Council to approve the ordinance. <br />Mayor Pro Tern Maloney stated he supports this as it is in line with the building code <br />changes made earlier and this aligns with that. However he encouraged everyone to <br />spend the additional money as this is an excellent investment for the future. <br />Councilmember Dickinson agreed with Mayor Pro Tem Maloney that this aligns with the <br />ordinance approved earlier. However, this is a tiny cost in a rebuild and installing it during <br />construction is the best time to do this work so it may not be necessary. <br />Councilmember Most stated there is no reason to allow for this opt out as it is a small <br />amount of money and these are now an expected item to have in a house. She does not <br />support the opt out. <br />Councilmember Fahey agreed and noted the cost of electricity is much lower than gas <br />and people would easily recoup the cost of the charging station. <br />Public Comments <br />Iwona Pilinski stated this opt out option does make a big difference to people and it <br />should be a choice to install and not be mandated. She stated the Council should trust the <br />residents to do the right thing. <br />Mayor Stolzmann suggested changing the ordinance to only require one electric capable <br />space with conduit and space in the electrical panel. <br />
