SUBJECT: INTERNAL DECARBONIZATION PLAN <br />DATE: JULY 26, 2022 PAGE 2 OF 4 <br />Some completed projects include: upgraded lighting at the North plant, improving <br />systems and operations for equipment run times, installing programmable thermostats, <br />improving pump staging, etc. Energy savings should be seen as a reduction in <br />consumption after upgrades are complete. <br />INTERNAL DECARBONIZATION PLAN: <br />Staff has drafted a Request for Proposals (RFP) for the Internal Decarbonization Plan <br />for an engineering firm to complete an engineering, mechanical, and financial analysis <br />for each of its municipal buildings and associated fleet and equipment. <br />The City currently has ten buildings that fall within the scope of the internal <br />decarbonization plan, listed below: <br />1. Louisville City Services facility <br />2. Police and Municipal Court Building <br />3. City Hall <br />4. Louisville Public Library <br />5. Louisville Golf Clubhouse <br />6. Recreation and Senior Center <br />7. North Water Treatment Facility <br />8. South Water Treatment Facility <br />9. The Louisville Art Center <br />10. City of Louisville Wastewater Plant <br />These buildings will each require a full electrification audit and subsequent cost <br />evaluation and recommended timeline for implementation. <br />Within the scope of work, each building will receive an ASHRAE level 2 or 3 audit and <br />will receive a list of recommendations for electrification, with a financial summary that <br />includes options for financing and grants to offset costs. The total electrical <br />infrastructure capacity upgrades required to allow for full electrification and EV charging <br />capacity will be detailed throughout each report. The availability of materials, including <br />potential supply chain issues, and availability of service providers will be assessed and <br />a recommended timeline for each implementation measure will be included. In addition, <br />a decarbonization summary (GHG reduced per recommendation and overall) will be <br />provided. <br />Each facility will receive specific recommendations based on the existing natural gas (or <br />other) system to be upgraded, an evaluation of the existing and proposed electrical <br />infrastructure upgrade requirements with cost estimates for the engineering design and <br />implementation specific to each proposed equipment location and an evaluation of the <br />electrification risks and alternative options. <br />Fleet assessments will be conducted in conjunction with each facility, evaluating <br />existing fleet routes, schedules, and down -time.
