SUBJECT: INTERNAL DECARBONIZATION PLAN <br />DATE: JULY 26, 2022 PAGE 3 OF 4 <br />and availability to replace the total fleet of vehicles with electric vehicles and necessary <br />charging infrastructure, and evaluation of the required fleet EV charging infrastructure <br />with recommended schedules and schedule changes will be included in each report. <br />Fleet schedules may involve overlap between each facility, so fleet vehicles may be <br />shared and optimal charging will be achieved based on use and overlapping needs. <br />In each site visit and in correlating audit reports, evaluation of electric energy storage <br />and resiliency opportunities will be assessed, including necessary infrastructure, <br />availability of equipment, specific equipment recommendations, charging and <br />discharging strategy recommendations, and costs. The opportunities include, but are <br />not limited to: on -site solar PV, battery storage, demand response, and vehicle to grid. <br />Long-term planning and innovative solutions in regards to buildings and fleet will be <br />detailed in each report. <br />Lastly, each deliverable will include an evaluation of operations and additional <br />equipment electrification such as lawnmowers, trimmers, leaf blowers, golf carts, snow <br />removal equipment and other equipment. Each evaluation will include cost estimates <br />and availability and will evaluate the necessary added equipment charging capacity at <br />each building that will be required with recommended charging schedules similar to fleet <br />EV recommendations. <br />The final report will summarize the ten audit reports and include a strategic roadmap <br />with specific action items for full decarbonization of City buildings, fleet, equipment and <br />operations by 2030. This roadmap will include a financial and technological feasibility <br />assessment, implementation timeline, greenhouse gas reduction potential and annual <br />budget implications to achieve decarbonization within the allotted timeframe. <br />Additionally, the consultants will be required to meet with City staff regularly, conduct <br />staff interviews to understand department priorities before conducting site visits and <br />present reports to City departments and management teams as they are completed. <br />Upon completion of the final report, the consultants will present their research, findings, <br />and recommendations to relevant boards and City Council, detailing project steps and <br />recommendations with a focus on implementation timeline, decarbonization potential <br />and budget impacts. The anticipated completion date for the project and delivery of the <br />final Internal Decarbonization Plan is May 2023 with the caveat that the City would like <br />this work completed sooner if possible. <br />FISCAL IMPACT: <br />Funds have not been budgeted to complete the work as outlined above in the 2022 <br />budget. The project is listed on Council's 2022 Work Plan and additional funds will need <br />to be approved to move forward. If Council directs staff to proceed, a future budget <br />amendment will include the consultant's cost to complete the Internal Decarbonization <br />Plan. <br />CITY COUNCIL COMMUNICATION <br />k <br />
