Recreation & Open Space <br />Open Space Advisory Board Meeting Minutes <br />Wednesday July 13, 2022, 7:00pm <br />Louisville Public Library <br />Call to Order <br />Charles called the meeting to order at 7:00 pm. <br />2. Roll Call <br />Board Members Present: David Blankinship (remote), Laura Scott Denton, Charles <br />Danforth, Peter Gowen (remote), Helen Moshak, Susan McEachern, Jessamine <br />Fitzpatrick, Steven Knapp <br />Board Members Absent: Thomas Neville <br />Staff Members Present: Ember Brignull, Adam Blackmore <br />3. Approval of Agenda <br />Peter moved to approve the agenda as written. Jessamine seconded the motion. The <br />motion passed unanimously. <br />4. Approval of Previous Meeting's Minutes <br />Ember pointed out that the minutes included a Memorandum of Decision, written by <br />Peter that needs to be approved by the board before it can be included in the minutes, <br />so the board discussed the document. Helen suggested adding the language of the <br />motion from the previous OSAB meeting to the end of the Memorandum. Peter agreed <br />with this idea. Susan didn't like the language in the Memorandum stating that Davidson <br />Mesa hadn't been ecologically impacted by McCaslin Blvd going through it (Item 21.B.). <br />She thought that sounded like Peter's opinion rather than fact, so it shouldn't be in the <br />Memorandum. Several board members agreed with her, including Peter. David asked <br />for clarification about Item 13.C. in the Memorandum, asking whether the developers <br />had actually committed to the trail extension described there, or if it was just verbally <br />discussed in the meeting. Peter said he had gotten that information from the developers' <br />letter from the meeting; this satisfied David. David asked about the item 21.A. which <br />suggested that the board recommended siting a dog park on the land. David felt like <br />that had been discussed, but not necessarily agreed upon by the board. Laura <br />expressed her ambivalence about a dog park at the site. Laura and Jessamine pointed <br />out a numbering discrepancy in the Memorandum. The board agreed that the <br />Memorandum could be included in the minutes if the language about the dog park and <br />Davidson Mesa being crossed by McCaslin were both removed, the formal motion was <br />added, and the formatting and numbering was cleaned up. Helen motioned to approve <br />the document, and the June 2022 meeting minutes, with these changes. Peter seconded <br />the motion.
