Open Space Advisory Board <br />Minutes <br />July 13, 2022 <br />Page 2 of 7 <br />Helen commented that while she appreciated Peter's effort putting together this <br />Memorandum, she thought that since it wasn't discussed during the meeting, it shouldn't <br />be in the minutes. Ember said that the city clerk suggested this format. Helen thought a <br />document of this importance and complexity should have been in an email to the board, <br />so members would have a chance to offer comments before the meeting or as a <br />separate Discussion item. Helen asked Ember to give this feedback to the city clerk. <br />5. Staff Updates — <br />See updates on page 27-30 of the July 2022 OSAB Meeting packet. <br />Ember said that the city has made an offer to a new candidate for the Senior Naturalist <br />position, with the hope they can start on August 1st. The city also made an offer to a <br />maintenance technician candidate that was not accepted. A seasonal hire has resigned <br />and been replaced. Susan asked if there would be any overlap between the outgoing <br />Senior Naturalist, Steve Roels, and the new hire. Ember said there could not be, as <br />Steve was moving, but that Steve is providing detailed status updates on projects and <br />workplans. <br />David asked for an update on the progress of the perimeter mowing project. Ember said <br />that the first round is finished and the work was done by contractor. <br />Charles asked about the status of the pipe work on the north side of town. Ember said <br />the re -seeding was done on Open Space land, but staff had some concerns about the <br />work. Helen pointed out that there is a lot of soil compaction from the project on North <br />Open Space, and asked whether seeding would include soil prep work. Ember said that <br />Public Works did include soil prep information (per Open Space specifications) in the <br />project scope of work. <br />David asked about the Youth Corps work at Hecla Lake. He asked whether there were <br />other locations where the Youth Corps had worked and what they had done. At Hecla <br />they replaced the construction fencing. Ember will provide an update on other work <br />location in the next staff update. <br />Charles asked about the orange fencing across the trail at Hillside Open Space. Ember <br />said all the city's orange perimeter fencing will come down tomorrow, except for the <br />parts of the burn along Hillside Open Space and next to the Arboretum, since those <br />areas are still considered "hard closure" areas. Charles pointed out that people are <br />going around the fencing. Ember added that staff have to put the fencing back up every <br />few days, since people pull it down. Charles said he thinks there is no further point to <br />closing the trail with the fencing. Ember stated that this was a City Manager decision <br />based on hard closure areas. <br />Helen asked if there was an update on the wayfinding CIP. Ember answered that city <br />council has a retreat next week and they will make CIP decisions then. Wayfinding is <br />still on the Open Space staff's priority list. <br />Adam Blackmore, the new Director of Parks and Recreation, introduced himself. He <br />gave a bit of his personal background and expressed his gratitude for what the board <br />does. <br />
