Board Updates <br />Susan asked if the PPLAB joint meeting in September was still going to happen, given <br />Dean's departure. Adam said that he will be the staff liaison for PPLAB in August and <br />will try to make sure the September meeting goes forward. Ember agreed. Jessamine <br />asked if this joint meeting would be during the normal OSAB meeting time. Ember saic <br />it would be. <br />Susan proposed a tiger team to work on improving volunteer coordination about weeding <br />on open space. Laura suggested starting the effort with a meeting discussion item about <br />volunteering concerns and issues so the tiger team can be born from that discussion. <br />Staff to provide a brief overview of the volunteer program at the next meeting. <br />Ember and Charles talked about Catherine's noxious weed booth on open space being a <br />positive event with good attendance. <br />7. Public Comments on Items Not on the Agenda <br />A. Cindy Bedel 662 W. Willow Street, commented on the Memorandum of Decision. <br />She offered a correction on Item 5, saying that the size of the dedication was doubled. <br />She added that that Item 10 should refer to the city "referendum," not "initiative." <br />She also brought print outs of a section of the city code for the board members. She <br />said that at the OSAB meeting in May, it was asked if the board could ask for more open <br />space dedication from the Redtail Ridge developers and Director Zuccaro directed the <br />board members to the piece of code included in her handout. She read in the June <br />meeting minutes that a board member said that the board could not ask for more open <br />space, yet she felt that the board can ask for more open space dedication, since that is <br />what Director Zuccaro said, and she felt the code in her handout supported this <br />interpretation. <br />B. Mark Cathcart 1763 Sweet Clover Lane. He lives in the North End. He gave some <br />history about the North End PUD and tree planting. All the trees were supposed to be <br />watered underground, and the developers used a product called Netafim. All single- <br />family homes in the development have a tree on the tree -lawns (over 60 of them) being <br />watered by the Netafim system. In his opinion, the Netafim has been a disaster —the <br />trees are all dying due to overwatering. He has been involved with the HOA's attempts to <br />address this. The HOA has spent a lot of money on replacing trees and over -watering. <br />He is working to find sources of funding to sustain the trees. Charles asked how this <br />issue was relevant to Open Space and trails, the purview of OSAB. Mr. Cathcart said <br />that it wasn't, he just wanted the board to know about it. <br />C. Catherine Smith. 608 West Street. She wanted to thank the board for what they do <br />and said open space is her favorite feature of the city. She asked the board to get <br />regular updates about the proposed land dedication at Redtail Ridge, so the public can <br />stay looped in. <br />8. Discussion Item: Hecla Lake Trail Connector Opportunity. Presented by Mark <br />Cathcart, Louisville Resident. <br />
