First Amendment Audits at Libraries <br />Sharon shared with us that First Amendment auditors are activists who come to public <br />spaces. In public spaces anyone can film and these activists are trying to use their First <br />Amendment right to do so. They have been around for quite a while and they started <br />quite respectfully but more recently they have been becoming more aggressive and <br />trying to get a reaction from staff and library patrons. The library staff are trained and <br />how to respond if any First Amendment auditors come into the Louisville Library. <br />However, Louisville has never had any issues with auditors. Boulder has had some <br />visits and Jeffco has as well. Sharon wants everyone to be aware that this is a <br />possibility that has also informed other city staff such as City Hall and the Recreation <br />Center, as they are public spaces as well. More recently there have been reports of <br />auditors visiting children's sections and filming young patrons. This is still allowed and <br />guardians of children may choose to leave the library rather than be filmed. Unless <br />auditors are breaking the Code of Conduct their actions are legal and within first <br />amendment rights. The filming that they do in public spaces is posted on Facebook and <br />YouTube for their followers to see. After a negative video was posted in Jeffco that <br />library has received harassing phone calls. Sharon does not anticipate this being an <br />issue in Louisville. However, it is good that staff are aware and can respond <br />appropriately. <br />B. Outreach (Adult Services Supervisor, Peggy Norris) <br />Peggy shared that the library has engaged in homebound delivery service for a number <br />of years. Covid slowed the service down but it is back up and fully running. The program <br />is fully functional at Balfour and also to some individuals who live in private homes in <br />Louisville. Balfour has embraced the program and there are strong connections between <br />the staff there and at the library. In addition to bringing items for residents to check out, <br />library staff also provide recommendations over the phone and hold books to bring at <br />their regular visits. Peggy is hoping to expand this program to affordable housing <br />facilities in Louisville. At Kestral the program has started off well and Peggy and her staff <br />hope to attend monthly when the residents are engaging in blood pressure checks. <br />
