General Qualifications <br />• Over thirty years of continuous experience in management and administration, twenty years in <br />public sector management in three different communities <br />• Honest, ethical and professional behavior with an approachable, progressive attitude <br />• Extremely adaptable, able to shift gears and adjust to a situation or audience as needed <br />• Ability to quickly develop rapport with people and groups <br />• Excellent oral and written communication skills; poised and comfortable with public speaking <br />and presentations to groups of all sizes <br />• Ability to provide clear, concise direction and responses in complex situations <br />• Accomplished in human resource management, facilitation, conflict resolution, and goal setting <br />• Successful with handling citizen complaints and inquiries <br />• Very active in economic development and promoting the community to others <br />• Experience with large-scale restructuring to most effectively meet the mission of the agency <br />• Member of International City Manager's Association (ICMA) since 1993, as well as Colorado <br />City & County Management Association (CCCMA) <br />• Extensive experience with emergency management and disaster preparedness, response and <br />recovery including FEMA, HMGP, HUD, CDBG-DR, EDA and working closely with state and <br />federal agencies. <br />• Oversight of full -service utilities including water, sewer, storm water, electric, gas and <br />sanitation enterprises. <br />Highlights and Accomplishments <br />• Presenting state-wide, nationally and internationally to tell Lyons flood story and share our <br />experience and lessons learned, working with FEMA on their `Just in Time' curriculum <br />• Formulation and adoption of the Lyons Recovery Action Plan, a resident -based plan that <br />guided our extensive flood recovery needs and efforts <br />• Leadership of award -winning projects, including Lyons Comprehensive Plan, American Public <br />Works Association infrastructure project of the year, solar -friendly community, loss prevention <br />management, 2019 MetroVision Award for use of deed -restricted buyout properties, <br />Community resilience award, as well as several park projects <br />• In 2015, received Public Servant of the Year Award from BoCo Strong <br />• Completion of comprehensive plan updates for two communities, master plans for parks and <br />recreation, airport master plans, water and sanitary sewer master plans, storm water and <br />street master plans <br />• Adoption of the Lyons Environmental Sustainability Action Plan that is leading efforts <br />community -wide to bring awareness and programs toward our sustainability goals, as well as <br />the formation of a "Green Committee" to reduce waste and conserve energy in rural areas. <br />• Design and completion of museum/library complex renovations and expansions in three <br />separate communities <br />• Adoption of a progressive Board and Commissions ordinance to re -organize the town's <br />structure to allow for considerable citizen involvement, including those outside of town limits <br />• Successful in obtaining funding for historic preservation and renovation of nationally <br />recognized historic structures, including History Colorado award for the Lyons Depot <br />• Completion of a major swimming pool / water park renovation, receiving state recognition <br />• Developed and oversaw a plan for drought management in Fort Morgan <br />• Involvement with developing wellness programs for employees and their families in two <br />communities, designed to reduce health care costs through preventative measures <br />• Received Citizen Commendation in 2013 from Boulder County Sheriff's Department <br />
