June 2004 - January 2010 City of Albert Lea, Minnesota City Manager <br />A Council/Manager type of government, the position reports to a Mayor and six -member City Council. <br />The community has a population of nearly 19,000 residents and has faced significant challenges with <br />losing major employers. The General Fund had a budget of $14.8 million. The City Manager has <br />oversight of 150 full-time employees associated with four organized labor agreements. I became a <br />skilled negotiator, assertive and able to discuss difficult issues. During this time, there was a strong <br />focus on comprehensive planning, downtown revitalization and economic development, while <br />expanding the library and forming a foundation. <br />As City Manager, I was very involved with economic development, fostering internal and external <br />relationships, introducing community -policing practices, financial planning, strategic planning, <br />collective bargaining and significant numbers of public presentations. A new comprehensive plan <br />was developed during my tenure, adopting guiding principles for the organization to follow. Under my <br />leadership, grant writing and support, the community was selected as the first in the nation to become <br />a Blue Zone community, striving to improve the health and longevity of its residents through life style <br />changes. The program continues to thrive ten years later. I actively participated in the Minnesota <br />Design Team visits and Art Space, Inc. promoting reuse of our historic downtown buildings in addition <br />to serving as Chair of KSMQ Public Television and member of the Albert Lea Economic Development <br />Association. <br />July 2000 - June 2004 City of Fort Morgan, Colorado City Superintendent <br />Responsible for the administration of a full -service city with 12,000 residents, 150 employees and a <br />$43 million -dollar budget. Fort Morgan is one of one of only five communities in the state that operate <br />their own gas, electric, water, wastewater and sanitation enterprises in addition to a municipal airport, <br />golf course, cemetery, museum, water park, library, parks, recreation center, and public works and <br />planning departments. The position afforded me the opportunity to be exposed to a myriad of <br />programs and projects and develop into a competent manager and facilitator. <br />The position reported to the Mayor and six -member City Council and worked very closely with other <br />governmental agencies, economic development groups, Chamber of Commerce, local businesses <br />and service clubs. I was able to gain the trust and respect of others by being approachable and <br />accessible and building positive, successful relationships within the region. I served as board member <br />and/or president of Morgan County Lions Club, United Way, Morgan County Early Care and <br />Education, Morgan County Tourism Panel, Retail Committee, Business Development Committee and <br />Governmental Affairs Committees of the Chamber of Commerce, and ex-officio member of the <br />Morgan County Economic Development Corporation. <br />Work History Prior to 2000 is Available if Desired / Other References Available Upon Request <br />
