PRE -IMPLEMENTATION CONCEPTS
TEST PROJECTS
The City of Louisville and the LRC have a desire to craft a long-term strategic plan,
but also have more immediate concerns to address. While work can begin on a
long-range visioning process, test projects and trial opportunities allow City
Council and the LRC Board an opportunity to expand community dialogue while
trying out some ideas that could have an immediate impact and fulfill the
collective vision for the city.
BIG CONCEPTS + CATALYST SITES
During the strategy meeting and the Louisville Assessment process, several
big projects emerged as priorities. The group reviewed opportunity sites that
have been identified in the urban renewal area as unique opportunities for the
City to leverage assets for a greater impact. The DCI Assessment Team
discussed options for shaping the future of these sites during a walking and
driving tour, as well as through activities in our meeting, and determined a
short list of projects that can be catalytic in furthering the community
priorities.
TYPES OF IMPROVEMENT
Over the course of discussion, the DCI Team heard ideas for improvements in
the following categories. Some ideas for how to define the categories are
included to foster discussion around how to operationalize ideas for working in
each category.
1) PRIVATE SECTOR INCENTIVES.
+ Identifying components of the City's vision that would benefit from
private sector investment.
+ Establishing co investment strategies that encourage the private
sector to implement projects that support the public vision.
2) PUBLIC SPACE ENHANCEMENTS.
+ Locating underutilized or unique opportunity sites.
+ Establishing concepts to activate places or invite locals to "leave a
love note".
3) SAFETY + MULTI -MODAL TRANSPORTATION.
+ Considering local use for access by foot, bike, or other non vehicular
mobility.
+ Identifying opportunities for enhancing use of the downtown area by
people over private vehicles.
LOUISVILLE REVITALIZATION COMMISSION CITY COUNCIL WORK SESSION DOWNTOWN COLORADO, INC. www.downtowncoloradoinc.org PA24
