Councilman Carnival
defended the~ ordinance stating that sig-
nalization of South Boulder Road and Main
St. appeared to be in the distant future
he was concerned with the safety of
pedestrians, especially children, cross-
ing South Boulder Road. After discussion,
Councilman Cummings suggested that City
Engineer, Da.ve Blanchard give Council his
report on signalization before voting
on Ordinance 1f706.
Administrator Wurl also advised Council
that prepara.tions were being made to
contact two property owners on Main St.
to realign Main St. to connect with
Centennial Drive. These owners would
be contacted by the Community Development
Director Rupp to attend the Planning
Commission meeting regarding the proposal.
He suggested Council await the results
of the proposal before making a decision.

City Engineer, Dave Blanchard advised
Council traffic studies had been completed
on South Boulder Road and the results
of the investigation were that we met
the required warrants for traffice light
installation at Main St. and very near
meeting warrants at Centennial Drive, and
since traffic volumes are steadily in-
creasing it is anticipated both locations
will meet warrants by the time signals
can be installed. Engineer Blanchard
stated there were 3 alternatives -
1. Signal light at Main St.
2. Signal light at Centennial Drive
3. Signal lights at both locations,
tied into one controller.
The approximate costs on these alterna-
tives are (1) $60,000 (2) $50,000
(3) $95,000.
Time and availability of materials -
6 months on poles and materials and 30
days for installation.
Engineer Blanchard also advised Council
that adequate amounts must be budgeted
for maintenance and repair through
maintenance contracts or stand-by agree-
ments - estimated cost $500 annually per
signal location.
