I C. Surface Parking Lot Development and Design Standards. <br />MIXED USE DEVELOPMENT DESIGN STANDARDS AND GUIDELINES <br />Off Street Parking and Loading. <br />spaces abutting the property line(s) of a primary residential building may be counted toward the <br />required number of guest parking spaces only. On- street parking allowed by this provision shall <br />not be counted toward the maximum amount of off-street parking allowed. (G) <br />2. Reduction for Shared Parking. <br />The amount of off street parking required may be reduced by an amount determined by the <br />Planning Director when it can be shown through a parking demand study that sufficient parking is <br />or can be met by the subject uses through shared parking. The parking demand study shall <br />provide information and evidence about the anticipated parking demand at peak times during a <br />day and the distance relationship between available shared parking spaces and the specific uses <br />served. A shared parking agreement shall be executed and recorded prior to the issuance of a <br />certificate of occupancy or prior to the issuance of a certificate of completion by the Building <br />Safety Division. (S) <br />3. Maximum Total Reductions. <br />Total cumulative reductions to the minimum off street parking requirements through application <br />shall not exceed twen -fi cent. <br />4.2. Parking Lots and Structures. <br />A. Intent. <br />To ensure a more pedestrian- oriented and pedestrian— friendly environment, off street parking <br />facilities, especially surface parking Tots, must not dominate the street front, but should instead be <br />sited, designed, and screened to be as unobtrusive as possible. Perimeter and interior landscaping <br />shall be required for screening and /or to break up hard- surfaced parking lots and soften their <br />edges. <br />B. Remote Parking Allowed. <br />The city may permit all or a portion of required off-street parking to be located off -site subject to <br />the following standards: <br />I. Location. <br />Remote off street parking spaces shall be located no farther than six hundred (600) feet away <br />from the principal building they are intended to serve, as measured from the nearest point of <br />the remote off street parking facility to the nearest point of the building or structure served. <br />(S) <br />2. Zoning Classification. <br />Remote parking areas shall be considered accessory to the principal use that the parking <br />spaces are intended to serve. Parking areas shall require the same or a more intensive zoning <br />classification than that required for the most intensive of the uses served by the remote <br />parking area, provided that remote parking facilities may be located in any zoning district that <br />allows commercial parking lots and garages. (S) <br />3. Remote Parking Agreement. <br />If a remote parking area is not under the same ownership as the principal use served, an <br />executed and recorded written agreement among the owners of record shall be required. A <br />remote parking agreement may be revoked by the parties to the agreement only if off street <br />parking is provided under this Section.
