City of Louisville Planning Department <br />M <br />EMORANDUM <br />To: <br /> BRaD committee members <br />From: <br /> Gavin McMillan, Planner II <br />Subject: <br /> Parking Policy <br />Date: <br />July 6, 2009 <br />INTRODUCTION <br />At the June 1, 2009 BRaD meeting, Planning Staff gave an overview of the results of the <br />Downtown Louisville Parking Study. After a discussion of the study, the committee <br />asked staff to prepare some policy recommendations for further discussion and <br />guidance. <br />THE FACTS <br />Current Downtown Parking Requirements <br /> One off-street parking space shall be provided for every 400 square feet of new <br />floor area constructed. <br /> The first 999 square feet of new floor area is exempt from the parking <br />requirement. <br /> A fee of $3,600 can be paid in lieu of providing the required parking <br /> City Council has the ability to waive or modify the parking requirement if it can be <br />demonstrated that adequate parking is available for the proposed construction. <br />Parking Demand <br /> The supply of parking spaces exceeds the demand for parking spaces <br />downtown. The parking study revealed that the maximum amount of cars <br />observed parked in the downtown area occupied 59% of the existing parking <br />spaces. <br /> The current demand for parking is based on the provision of free parking. <br /> Although there is a two hour time limit on certain downtown parking spaces, <br />enforcement is not very strict. <br />Fee-in-Lieu <br /> The current fee charged in lieu of providing the required parking is $3,600/space <br />749 Main Street · Louisville, CO 80027 · 303.335.4592 · FAX 303.335.4550 <br />www.ci.louisville.co.us <br /> <br />
