Minutes - page 5
August 7, 1979

PROJECTED EMPLOYMENT
CONTINUED

Councilman Meier stated that the City
needs a plan proposing more then they
anticipate having or the City may
have problems if they had planned for
fewer then actually came to be.

Linda Kyle, owner of a Mesa Point lot
spoke against the water tap fee increase,
stating that the City should try to do
a gradual increase and that the new
owners in Louisville should not be pen-
alized for not having the money up front
to start building.
Mr. Peter Goodman also owner of the same
lot ask,ed that the City try to develop
a more lequitable way of charging new
owners, possibly charging one subdivision
the same fees as at the time of platting.

WATER TAP FEE INCREASE

Mr. t.Jurl stated that in analyzing the
costs of providing the service to the City,
there is no way the charge can be lowered
then the proposed $4,100. He noted that
water rights have increased along with
many other materials and the City needs
to keep up with those costs in order
to allow for growth.

One alternative suggested by Mr. Wurl was
that a person could purchase a water
tap by itself and when the building
permit is issued all additional fees
are paid, including any increase in water
tap fees.

Councilman Meier stated that he would
like the alternative looked into before
the tap fee increase is passed.

Councilman Berry stated that he felt the
increase was necessary; however, he would
like to see gradual increases in the future.

Councilman Caranci stated that in order
to purchase the necessary water the fee
has to be increased along with the water
price. Also a portion of the meter pro-
ject repayment comes from the water tap
fees.
