Minutes - page 6 August 7, 1979 WATER TAP FEE INCREASE CONTINUED CouncilJman DelPizzo stated that he did not approve of the increase and would like to see the rates as they are. Councilman Kilker stated that the study was made and the recommendation was submitted and in order to keep up with the increase in water prices along with all other increases, the tap fee pro- posed is necessary. PARK & REC FEE John Leary 1116 LaFarge asked if the Park & Rec. was escrowed or put into the general fund. Mr. Wurl stated that all special fees are escrowed. P.U.D. Mr. Leary also stated that it is not good planning if a PUD is approved and the prices change CITY ATTORNEY REPORT ORDINANCE NO. 655 SECOND READING STAGGERED TERMS Attorney Joss reported that the Ordinance is not valid and recommended that it be denied. He read the reading on second reading by title only and reported that it had been properly published. Councilman DiCarlo moved that Ordinance No. 655 be denied. Seconded by Council- man Meier. Motion carried. ORDINANCE NO. 656 SECOND READING WARD APPORTIONMENT Attorney Joss reported that the ordinance had not been published and asked Coun- cil to table the Ordinance and con- sider it on August 21, 1979 on second reading. Councilman DiCarlo moved that Ordinance No. 656 be tabled until the August 21, meeting. Seconded by Councilman Berry. Councilman Meier asked if that gave enough time. Attorney Joss reported that it would be in the time limit and there would not be any problem with that. Motion carried. ORDINANCE NO. 651 WATER TAP FEE INCREASE Attorney Joss reported that all proper publications had been made, he then read the ordi.nance on second reading by title only. Councilman Berry moved that Ordinance No. 651 be adopted. Seconded by Coun- cilman Kilker.
