<br />ORDINANCE NO. 623 <br />PUBLIC HEARING <br />CONTINUED <br /> <br />January 16, 1979 <br />Minutes - page 16 <br /> <br />in the community or at least potential developments <br />of substantial impact that the need for residential <br />housing may very well increase from that which it <br />used to be. We would indicate this entire change <br />insofar as what the City of Louisville is going <br />through right now, something that effects this <br />property, that effects the surrounding properties <br />and would justify the rezoning at this time. <br />Again, we believe this is a modest request. It is <br />a most restrictive zoning category to which this <br />property is subjected to. The owners aren't seek- <br />ing to put up duplexes, tri-plexes, apartments, <br />they are not seeking to put in a May D & F. <br />They're property owners in the City of Louisville <br />that want to use their property for which they've <br />been paying taxes for. That is a reasonable re- <br />quest and I think it is unreasonable for this <br />Council to say no, you may only use it for agri- <br />cultural purposes. They're asking for Low Density <br />Residential. It will allow them to make reasonable <br />use of their property. We would hope you would <br />consider our request favorably. <br />Thank you. Do you have any questions. <br /> <br />Mayor: I don'4 we'll wait until Council has, <br />we'll go with regular procedure. <br />Next, I would like to have staff remarks. <br /> <br />Drumm: I would like to go into alittle background <br />of this rezoning application prior to actually <br />dealing with the application itself. <br />In 1973 actually in 1972, the City began its current <br />era of planning which included the development of a <br />comprehensive plan and the development of a new <br />zoning ordinance. This is very difficult to read. <br />We do have a colored copy of this plan and I be- <br />lieve it has been distributed and the applicant <br />has a copy also. <br /> <br />I would like to point out this area on the 73 <br />comp plan was zoned industrial right here, this is <br />the sewer plant right here, this is Highway 42. <br />This area was residential, this area is greenbelt, <br />and this area was left outside the plan. This is <br />our Cemetery, this is the Aquarius land right in <br />here. There is a note on that plan that states, <br />if possible this area should be included in the <br />golf course. So, based on the 73 plan, the Aquarius <br />property was either outside of the greenbelt and was <br />tentative the Lafayette - Louisville buffer or was <br />designated as greenbelt. For numerous reasons it <br />became apparent that the 73 plan was not addressing <br />all the problems the City needed addressed in a <br />satisfactory way. <br />
