Open Space Advisory Board <br />Minutes <br />October 12, 2022 <br />Page 2 of 8 <br />The Coal Creek trail is being converted to concrete next to Dutch Creek, where the trail <br />has been regularly flooding. The intention is to prevent trail wash outs. Susan reported <br />that she has talked to a lot of people who are confused by the current signs along the <br />Dutch Creek work: they make it sound like the entire trail is closed, not just the section <br />indicated on the map. Ember said she would look at the wording. Staff is concerned that <br />signs are regularly removed by trail users and tossed aside. <br />Staff has looked at the concerns at Bullhead Gulch Open Space brought up by David, <br />addressed them, and all are satisfied with the work. <br />Louisville Open Space rangers have been using body cams since 2020 and have been <br />sharing their experience and expertise with the city of Longmont's ranger program. <br />David raised concerns about increased speed of a -bikes on city trails. Staff is having the <br />trails tiger team look at trail etiquette signage to address speed. Susan said this is a <br />wayfinding issue too, adding that people don't know what kind of motorized vehicles are <br />and are not allowed by the current signs. <br />David noted that Ember presented at the recent COSA conference. He wanted <br />advanced warning in the future, so OSAB members can also attend the conference too. <br />Ember replied that COSA filled up in 2 days this year, so there were not any spaces to <br />offer board members. None of the city staff were able to get in either, and Ember was <br />only able to attend because they asked her to present. Ember shared that the <br />conference is always held in mid -September. She will share the COSA conference info <br />and website with OSAB as in past years. <br />David asked if there had been any evaluation of the cost/efficiency of the first round of <br />fire mitigation mowing before the second round began. Ember said the main evaluation <br />so far has been about what was feasible and physically possible. But they are looking <br />for some guidance about the scientific efficacy of mowing for fire mitigation from CSU <br />and the state, the RFP, and for public feedback. This will all be part of the public process <br />for the fire RFP. <br />David said that the board members would like to have had a chance to give their input <br />for the project to pave the "half and half" trail. His impression is that OSAB would have <br />recommended converting the trail to purely crusher fines, not concrete. <br />David asked if there was new guidance from the city about holding hybrid remote/in <br />person meetings. Ember responded that the City Clerk had not yet given guidance, but <br />should shortly. <br />David asked Adam for a quick summary of what happened at the Planning Commission <br />Meeting regarding Redtail Ridge. Adam said that the public feedback was generally that <br />they wanted to see more open space or different open space dedicated.
