ANALYSIS: <br />General Development Plan Amendment <br />The GDP Amendment is subject to Chapter 17.72 - Planned Community Zone District <br />(PCZD) of the Louisville Municipal Code. Per Sec. 17.72.060.A, any amendments to a <br />GDP are subject to the same process and requirements as the initial approval. The <br />purpose of the planned community zone district in Section 17.72.010 includes the <br />following statements that apply to this application: <br />• The purpose of the PCZD is to encourage, preserve and improve the health, <br />safety and general welfare of the people of the city by encouraging the use of <br />contemporary land planning principles and coordinated community design. <br />• The PCZD is created in recognition of the economic and cultural advantages that <br />will accrue to the residents of an integrated, planned community development of <br />sufficient size to provide related areas for various housing types, retail, service <br />activities, recreation, schools and public facilities, and other uses of land. <br />Section 17.72.030 includes the following applicability statement: <br />• The PCZD may be applied only to such land as the city shall determine to be <br />suitable for such a development. <br />Staff finds the application meets the purpose and applicability statements in Chapter <br />17.72 of the Louisville Municipal Code, and finds that the GDP Amendment encourages <br />coordinated community design by allowing a mixed use (commercial/residential) buffer <br />zone between a major arterial of South Boulder Road and the residential uses in the <br />North End neighborhood. Additionally, the amendment continues to provide a variety of <br />multifamily housing configurations and retail/office space. The GDP Amendment <br />provides additional economic opportunity for this area in an integrated and coordinated <br />manner. <br />Final Plat and Easement Vacations <br />Section 16.12.075 of the LMC establishes the following standards for consideration of <br />final plats by Planning Commission and City Council: <br />1. Whether the plat conforms to all of the requirements of this title; <br />• Staff finds the final plat for North End, Block 11, Second Replat of North End <br />Parcel 1, Outlot H and K Replat, conforms in all respects to the requirements <br />of Title 16 of the Louisville Municipal Code. <br />2. Whether approval of the plat will be consistent with the city's comprehensive plan, <br />applicable zoning requirements, and other applicable federal, state and city laws; <br />• Staff finds this application allows for development that is consistent with the <br />City's Comprehensive Plan. The plat supports an urban pattern that is more <br />compact and walkable through the creation of easements for alleyways and <br />North End Block 11 — GDP Amendment, PUD Amendment, and Final Plat Page 17 of 30 <br />PC — November 10, 2022 <br />
