The commercial buildings on the site are oriented closest to the arterial road (South <br />Boulder Road), which meets policies 1 and 3 of the Framework. <br />South Boulder Road Small Area Plan <br />The South Boulder Road Small Area Plan provides further policy for development along <br />the arterial corridor. The plan supports the following policies (policy in first bullet <br />followed by staff response in second bullet): <br />• Principle 2 — Utilize policy and design to encourage desired uses to locate in the <br />corridor. <br />o Design encourages desired uses to locate in the corridor. Retail and <br />commercial spaces are desired closer to South Boulder Road. <br />Principle 3 — Establish design regulations to ensure development closely reflects <br />the community's vision for the corridor while accommodating creativity in design. <br />o The physical forms closely follow the community vision for the corridor, <br />with the exception of a portion of building 3 (discussed below). The <br />development allows for different types of commercial development to <br />respond to changes in market requirements. <br />Principle 6 — Provide for community gathering spaces and public infrastructure to <br />encourage visitors to spend time in the corridor. <br />o The site proposes a courtyard gathering space which connects to the <br />walkways around the site and the surrounding community. <br />Places to Stay — Public spaces that encourage gathering and interaction, a range <br />of retail and entertainment uses that encourage longer visits, small parks and <br />plazas that increase the appeal and experience of daily activities <br />o The courtyard, commercial buildings, and outdoor patio at building 4 <br />create a range of experiences that encourage longer visits <br />Development that Contributes — Uses that provide services for the community <br />and are fiscally positive, building designs that add to the character of the corridor, <br />greenspaces, trails, and semi-public gathering spaces <br />o Office and retail uses will provide services for the community. Building <br />designs relate to the materials and forms of existing North End buildings <br />and add to the overall character of the corridor. The courtyard provides a <br />semi-public gathering space. <br />Placemaking — Smaller, comfortable, high -performing places to park your car <br />once and walk from place to place. Streets that fill the gap between busy and <br />quiet, small, comfortable places along the corridor enhance the pedestrian <br />experience. Perpendicular streets and spaces that showcase the community. <br />o The development has smaller parking areas around the site and <br />transitional streets that connect South Boulder Road to the less -busy <br />Hecla Way.
