Revitalization Commission
Minutes
October 12, 2022
Councilmember Leh mentioned underpasses and the lack of discussion in City Council
about these projects. The LRC has committed to two underpass projects and asked if it
is necessary to add funding to cover these projects. Director Zuccaro responded that
the City has done a lot of preliminary engineering for all the underpass projects and
noted that advancing those projects would require a large budget. He suggested the
LRC could use funding to advance feasibility studies and provide support to move
these projects forward.
Commissioner Harald suggested budgeting in 2023 for work that moves the catalytic
projects forward in 2024 and noted that the discussion was currently around
underpasses because those projects are concrete. The City Attorney cautioned the
commission that the special projects don't fall under marketing and to make sure the
line item headings identify expenditures correctly.
Fagade Improvement Program Application: Scherer Violin Shop @ 844 Main Street,
Unit 103
Staff presented Scherer Violin's Shop application for Fagade Improvement Program
reimbursement. Specialist Brown disclosed that the applicant was also approved for
Business Assistance Program (BAP) funding from the City. The applicant's BAP program
includes a 50% rebate of sign permit fees, which will be removed from the total
project cost that is eligible for Fagade reimbursement.
Public comment from Councilmember Caleb Dickinson: Councilmember Dickinson
commented that Scherer Violin Shop is a great story for the community and thanked
the LRC for considering the application.
Chair Adler thanked Mr. Scherer for his application. Commissioner Smith made a
motion to approve the request. Commissioner Harald seconded. Motion passes.
Fagade Improvement Program Application: Dewlap Properties, LLC @ 700 Front
Street
Staff presented Dewlap Properties' application for Fagade Improvement Program
reimbursement. There were no public comments. Chair Adler thanked Mr. Sims for his
application. City Attorney Nick Cotton -Baez clarified that the request is for 100%
funding of the first $15,000 of eligible project costs, rather than 75% of the total
Agenda Packet P. 6
