SUBJECT: CITY COUNCIL WORK PLANNING <br />DATE: DECEMBER 12, 2022 PAGE 2 OF 4 <br />Generally, staff will focus on the high and medium ranked items and as time and <br />resources are available, work on the lower ranked items. Attached for reference is a <br />2022 Work Plan status report with a brief update on each 2022 Work Plan item <br />(Attachment <br />2). <br />The Council work plan includes: <br />• Issues that require City Council discussion and policy direction. <br />• Issues that require Council consideration or action, per the Charter. <br />• Routine items that require City Council action (land use items, fees/fines, etc.). <br />• Items/projects that are already budgeted for in 2023 but that require Council input <br />or action. <br />The work plan should not include: <br />• Day to day organizational and operational items. <br />• Items that require City Council approval on consent, or simple approval without <br />discussion (e.g. routine contracts). <br />• Items that require staff or City Council capacity beyond what's feasible within the <br />year. <br />The initial work planning session should accomplish the following: <br />• Gain additional understanding of potential work plan items. <br />• Request any additional information or analysis for the Jan.17 work session. <br />• Remove or add any potential work plan items for prioritization on Jan. 17. <br />• Add any potential work plan items for consideration on Jan. 17. <br />The 2023 Work Plan draft (Attachment 3) is organized into four categories: Carry <br />Forward/Ongoing; New Items; Council Proposed Items; and Annual/Recurring. There <br />are 30 items listed under the Carry Forward/Ongoing, New Initiatives, and Council <br />Proposed categories. The Annual/Recurring items have not been a part of the <br />prioritization effort in the past, since they are less predictable. However, they are <br />included so that Council has a more complete picture of everything they may need to <br />work on and fit within the time limitations of the 2023 Council meeting schedule. <br />The initial draft of the 2023 Work Plan incorporates potential items that have been <br />raised by Council over the past year and Department Director input. In addition, the <br />attached draft includes the items submitted by each Councilmember for consideration. <br />Staff provided a supplemental report including recommendations provided by the <br />Advisory Boards and Commissions, as well as the list of work plan recommendations <br />from last year that did not make the final work plan. <br />The draft 2023 Work Plan reflects initial estimate of the number of Council meetings, <br />staff workload impact, and quarter in 2023 when Council may work on the item.
