Historic Preservation Commission <br />Meeting Minutes <br />November 07, 2022 <br />Page 2 of 11 <br />Brackett Hogstad begins her presentation by reviewing the property location. <br />She reviews the historic conditions and displays what the current condition of the <br />property is. <br />She mentions the landmark criteria and reviews each one. <br />Criteria 1: Landmarks must be at least 50 years old. Staff finds this criterion is <br />met. <br />• The principal structure at 612 Jefferson was constructed in 1900, making it <br />122 years old. <br />Criteria 2: Landmarks must meet one or more of the criteria for architectural, <br />social or geographic/environmental significance. Staff finds this criterion is met. <br />Architectural Significance — Represents a built environment of a group of <br />people in an era of history that is culturally significant to Louisville. <br />o This house is associated with the historic development of Louisville <br />and the Jefferson Place subdivision. <br />Social Significance — Exemplifies cultural, political, economic or social <br />heritage of the community. <br />o Long association with two coal -mining families, LeComte and <br />Hicks. <br />■ French and English immigration to Louisville. <br />■ Coal mining and Blue Parrot economic connections. <br />■ Large family connection to Jefferson Place neighborhood. <br />Criteria 3: Landmarks should meet one or more criteria for physical integrity. Staff <br />finds this criterion is met. <br />• Physical Integrity — Shows character, interest or value as part of the <br />development, heritage or cultural characteristics of the community, region, <br />state, or nation. <br />o This house is in its original location. The 1948 size and form has <br />been retained. <br />Retains original design features, materials and/or character. <br />o Compromised siding, window and door placement and trim. <br />Proposed restoration work serves physical integrity. <br />Staff Recommendations (Landmark): <br />Staff recommends approval of Resolution 1, Series 2022, recommending <br />approval of 612 Jefferson as a Historic Landmark. <br />Staff recommends that the house be named for the LeComte and Hicks families. <br />Staff Presentation (Alteration Certificate): <br />Section 15.36.120 of the LMC gives the criteria for evaluating alteration <br />certificates. Staff finds that the proposed design meets all relevant criteria. She <br />then reviews that the applicant will be doing the following restorations: <br />• Window size and trim <br />
