Open Space Advisory Board <br />Minutes <br />November 9, 2022 <br />Page 6 of 6 <br />and feel of Open Space, council should be asking for OSAB's input. Helen said that the home <br />charter states that the board's job is to advise council. Susan pointed out that collaboration and <br />accountability are part of the City's mission statement. <br />This is the board's list for input to the City Council about its work plan for 2023: <br />1. Develop a process of using and/or asking for OSAB's input before the design or <br />execution of any projects that impact trails or open space land. <br />2. Work with OSAB on Open Space and Park Fund sales tax language and strategy. <br />3. Commit to a public process that engages Council, the Board, and citizens in the <br />development of the new 2024 Open Space and Trails Master Plan with more granularity <br />and CIP ranking lists. <br />Action Item: Finalize OSAB Recommendations to City Council Regarding the Annual <br />Request to Boulder County Parks & Open Space for Trails and Properties. Presented by <br />Ember Brignull, Open Space Superintendent and David Blankinship, OSAB Chair <br />The board discussed the pros and cons of including various land and trail requests, and quickly <br />decided on these requests in this order of priorities. For property acquisition (the letters refer to <br />the parcel demarcations on the OSAB land acquisition maps included in the November packet). <br />1. The properties north of Disk Drive and surrounding Paradise Lane (the "northwest" A <br />parcel, A.2, JJ, KK, GG). <br />2. The MM properties at Dillon Rd. and 951h Street.3) <br />3. The N properties, along Empire Rd., but maybe for an easement/realignment of the Coal <br />Creek Trail. <br />For trail construction: <br />1. The trail connection west from the Overlook Underpass, following the County's <br />proposed alignment. <br />2. Re-route Coal Creek Trail along the riparian corridor, bypassing the hill at Aquarius. <br />This was described and vetted in the Mayhoffer Master Plan process. <br />3. A north -south trail that joins the Coal Creek, runs south through open space, crosses <br />Dillon Rd., and connects to the Hwy 36 Bikeway through Redtail Ridge. <br />Discussion Items for the Next Meeting on Wednesday, December 14, 2022. <br />A. History and overview of the Open Space & Parks Fund Sales Tax. <br />B. Update to the budget sheets that incorporates the CIP decisions & answers the <br />boards' questions. <br />C. Property acquisition discussion lead by Jessamine. <br />13. Adjourn - The meeting was adjourned at 10:00 pm. <br />
