SUMMARY: <br />This staff report supplements the original staff report for the November 10, 2022 <br />Planning Commission hearing. In response to questions from a planning commissioner <br />four new attachments are included. There are no other changes to the staff report. <br />The applicant, Andy Johnson, on behalf of the owner, CTC Gateway, LLC, requests <br />approval of a Planned Unit Development (PUD) Amendment, to allow construction of an <br />84,164 s.f. office/flex-industrial building. The PUD Amendment includes the removal of <br />previously approved underground parking and a redesign of the building footprint, <br />building size, and landscaping, drainage, and parking layout. <br />BACKGROUND: <br />The property was originally located within the 1979 Colorado Technological Center First <br />Filing. The site has been a part of the following, subsequent replats: <br />1. 1998 The Business Center at C.T.0 <br />2. 2005 The Business Center at C.T.0 Replat E <br />3. 2019 The Business Center at C.T.0 Replat I <br />The site is also part of the 1999 The Business Center at C.T.0 General Development <br />Plan Amendment (GDP), Amendment A. It has been a part of the following, subsequent <br />GDP Amendments: <br />1. 2017 The Business Center at C.T.C, Amendment E <br />2. 2019 The Business Center at C.T.C, Amendment I <br />In 2019 the City approved The Business Center at C.T.0 Replat 1,1411 S Arthur Avenue <br />PUD allowing the construction of a 102,393 s.f. office building with underground <br />parking, surface parking, storm water drainage, landscaping, and lighting. <br />The "Outlot A" in The Business Center at C.T.0 Replat I that completed the necessary <br />right-of-way to construct a road connecting Arthur Avenue with S 96th Street was <br />recently deeded to the city. There are no plans at this time for the city to construct this <br />road. <br />The residential neighbors to the north of the site have used an informal access drive <br />across the land to access the rear of their lot, which is in unincorporated Boulder <br />County. These neighbors supported the previously -approved PUD as it established <br />permanent access to their land through this site. As shown in the 2019 PUD, the owners <br />granted an easement to both the landowner and to the Louisville Fire Protection District <br />for use of a small portion of their land to accommodate a paved emergency vehicle turn- <br />around. This turn -around serves two purposes: emergency vehicle turnaround to serve <br />the subject site and a new driveway for the neighbors to use as a second access point <br />to their residence. <br />The Business Center at C.T.0 Replat I, 1411 S Arthur Ave PUD Amendment Page 2 of 16 <br />PC — December 8, 2022 <br />
