Revitalization Commission <br />Minutes <br />November 9, 2022 <br />Page 4 of 5 <br />Chair Adler proposed this as an agenda item for the December or January LRC meeting. Staff <br />will provide information for each underpass to the LRC for the discussion. Commissioner Smith <br />noted that this will be part of the staff member job description for managing projects and that <br />perhaps 2023 is the year LRC focuses on planning with Council to be able to move forward <br />with construction in 2024. Commissioner Williams added that any work related to Hwy. 42 <br />would need to be done in conjunction with the overall Hwy 42 expansion project. <br />Councilmember Leh agreed that focusing on planning goals in 2023 is a good approach. <br />The commissioners discussed the timeline for hiring the staff position at length and asked <br />Staff to bring a draft job description to the next meeting for review/discussion. The City <br />Attorney noted that Lafayette has a full-time staff member for urban renewal and DCI might <br />also have a sample job description to use as a starting place. <br />Staff member Brown will review the Work Plan and DCI Strategy Table to consolidate projects <br />in the appropriate categories and identify high priority items. At the next meeting the LRC will <br />review and prioritize the list to scope projects. Commissioner Tofte commented that he likes <br />the work plan format but some categories need updating. <br />Commissioners Tofte and Smith left the meeting at 9:00am <br />The City Manager asked the LRC if they would like to recommend that City Council consider <br />underpasses on 2023 Work Plan. Chair Adler confirmed the LRC would like Council to consider <br />underpasses on the 2023 Work Plan. <br />Public comment: Councilmember Fahey commented that council will probably add the <br />question of adding to the Work Plan and having a discussion with LRC around what they <br />would like to see from historic area. <br />Mr. Cathcart commented that he would like to see connectivity on a future agenda. <br />Items for Next Regular Meeting, Wednesday, December 14, 2022 8:00 am <br />Chair Adler asked staff what can be brought to the next meeting given staff time constraints. <br />• Discussion around how to use incentive programs for internal improvements <br />o Prohibitive costs of upgrading the internal systems of older buildings. <br />i. Possibility of integrating LRC with the Pace program to support energy <br />efficient upgrades. <br />o The City Attorney reminded the LRC that they can ask Council for a bucket of <br />money as long as it's related to Urban Renewal and has a connection to the <br />remediation of blight. <br />Agenda Packet P. 6 <br />
