Revitalization Commission <br />Minutes <br />November 9, 2022 <br />Page 3 of 5 <br />the City is interpreting that requests can be covered at 100% up to $15k. City staff suggested <br />a ladder approach so that the program covers 100% up to $15k of project costs, 75% of <br />project costs between $15k-$50k, and 50% of project costs over $50k. Using this <br />methodology shouldn't require any changes to agreements or marketing materials for the <br />program. <br />Commissioners agreed by consensus to move forward with the ladder approach. <br />Public Comment: Mr. Cathcart noted that he assumed that's what the program originally <br />intended. Chair Adler confirmed that was the LRC's intention for this program. <br />The City Attorney noted that LRC has the discretion to make this change due to the way the <br />agreement is written. He commented that language in the property owner agreements may <br />need to be updated to reflect this approach. <br />Discussion/Direction- Work Plan <br />Staff member Brown noted that the LRC used to discuss the Work Plan each month and that it <br />has not been updated since May due to the work which DCI did for the LRC this summer. Staff <br />recommends a review of the Work Plan and suggested that the review could wait until the <br />new staff member is hired. <br />Staff member Brown presented the high priority items currently on the Work Plan. The <br />commissioners discussed the priority items and when to review the Work Plan. The City <br />Manager mentioned that City Council hasn't had a conversation yet about LRC priority projects <br />and that the LRC Work Plan priority recommendations should be brought to City Council soon <br />as Council is beginning to work on their 2023 Work Plan. <br />Commissioner Harald asked the LRC to consider how the current Work Plan priorities align <br />with the LRC's small moves strategic plan. <br />Chair Adler asked for Commissioner comments: <br />Commissioner Tofte noted that priority 2a is completed and asked if time could be scheduled <br />to discuss priorities 2C and 4a. Commissioner Williams noted that, barring any drastic <br />redevelopment, these are those catalytic projects we can do for the community as the LRC — <br />such as the underpasses. <br />Chair Adler asked for public comment: Mr. Cathcart encouraged commission to look at ways to <br />connect areas of town; any connectivity from east Hwy. 42 across S. Boulder Road to <br />downtown would help residents. <br />Agenda Packet P. 5 <br />
