City Council <br />Meeting Minutes <br />December 12, 2022 <br />Page 2 of 3 <br />Ramos noted the goal for tonight is to fully understand all the items on the list in <br />preparation for January 17 meeting and also to remove any items on the list the group <br />knows it doesn't want to consider. She reviewed the Council meeting norms that were <br />established last year. <br />Deputy City Manager Davis reviewed the process noting this is a forward looking <br />agenda for the entire year so staff can schedule work and meet the Council's priorities. <br />The end product will include agreed upon priorities for 2023; it will set the City Council <br />calendar and agendas; and it ensures resources are aligned with priorities. <br />She reviewed some items to consider for each item including meeting schedules; <br />Council and staff capacity; the scope and size of each issue; and it needs to leave time <br />for new issues may emerge during the year which may delay items on the plan. <br />She noted tonight is a chance to review and understand each item; is a time to request <br />additional information about items, and is a time to propose new items or remove items <br />from the list. The next meeting on January 17 will be to finalize the work plan. <br />Davis noted the information in the packet includes items carried forward from the 2022 <br />Work Plan; potential 2023 initiatives; items identified by Council and staff; and annual <br />and recurring items. It also includes suggestions from the boards and commissions. <br />Public Comments <br />Tiffany Boyd, Sustainability Board, asked the Council to consider a plan to eliminate gas <br />powered lawn equipment over time and a plan to benchmark greenhouse gas reduction. <br />Cindy Bedell, asked Council to consider a dark sky ordinance in the work plan. <br />Ramos reviewed how the prioritization of items will work and noted it will need an <br />understanding of staff impact; cost; the risk of not doing it; timeliness and urgency; does <br />it match the strategic plan,; and does it integrate with EDI and sustainability plans. <br />Members reviewed each item on proposed list in detail. Staff explained what each item <br />entails, they expanded some items, they discussed timelines, and they noted how each <br />item might fit into the strategic plan. <br />Councilmember Most stated she would like to see EDI and environmental sustainability <br />incorporated in all of the goals. Mayor Pro Tern Maloney agreed and wanted to add <br />fiscal sustainability to the mix as well. Members agreed these are important for all <br />operations and it will be kept in mind, but it won't be added as a specific item. <br />Members agreed that the various affordable housing items could be combined into a <br />larger umbrella project but also agreed that ADUs need to be addressed sooner to help <br />those currently rebuilding. <br />
