Planning Commission <br />Meeting Minutes <br />February 10, 2022 <br />Page 5 of 13 <br />Howe asks for clarification that neighborhood standards came from our current building <br />code. <br />Zuccaro says it came from our city municipal zoning code. <br />Howe says so this is not a new set of ideas. <br />Zuccaro says that is correct. We are trying to apply standards where our ordinances <br />would require standards. Those are going to be your base yard and bulk standards. <br />Howe states that if they apply for the 10% increase for their house and it is allowed and <br />approved, then they will need to grade and have debris removal. If their grade changes, <br />what happens about the height difference of the home? How do we adjust for that in this <br />emergency ordinance? <br />Zuccaro says our current methodology for calculating building height is taking the <br />existing grade or grade that was approved over a PUD or a GDP. That would be our <br />standard. With some slight modifications to the grade, I am not anticipating that there <br />will be major deviations. <br />Hoefner asks if staff has an estimated timing for when these summary standards will be <br />written. <br />Zuccaro says we are hoping to get them out by the end of this month. <br />Hoefner moves and Howe seconds a motion to add the additional communications as <br />presented by staff into the record. Motion passes unanimously by a voice vote. <br />Public Comment: <br />Stephanie Lyon, 621 Fairfield Ln <br />Lyon says her home was not affected by the fire but she works on her HOA's board. <br />Coal Creek Ranch's lot coverage is not defined and she has had several homeowners <br />ask if ranch style homes will be allowed. She asks that the commissioners will consider <br />this when discussing future lot coverage for this subdivision. <br />Larry Donner, 1020 Willow PI <br />Donner says he lost his home and supports this administrative approach. He hopes that <br />Planning Commission will recommend this to City Council. <br />RJ Harrington, 457 E Raintree Ct <br />Harrington says that he agrees with the zoning administrator authority. He asks that if a <br />homeowner wants to alter where their front home faces because of solar access, how <br />does this administrative decision affect that option? He also points out that although <br />smoke damage is not structural damage, there are neighbors who have had significant <br />smoke damage and are gutting their homes. If structural damage occurs during that <br />process, would they be subject to this administrative approach as well? <br />David Pomeroy, 112 Vista Ln <br />Pomeroy thanks staff and the commissioners for their help, and he is in support of this <br />plan. <br />Closing Statement by Staff <br />Zuccaro addresses public comment questions brought up. In regards to Coal Creek <br />Ranch, he says he is unsure if staff has completed lot coverage research on that <br />particular neighborhood. They will be doing that though and will work with them on their <br />lot coverage question. As for whether staff dictates slopes of roof in order to have good <br />
