Planning Commission <br />Meeting Minutes <br />June 23, 2022 <br />Page 10 of 14 <br />Kay Marchetti begins her presentation by showing an aerial photo of the site. The site <br />is approximately 1.2 acres in size and is zoned industrial. Taylor Avenue bounds the <br />site on the west side while existing commercial buildings bound the site on the south <br />and east sides. Vacant land bounds the site on the north side. The land was subdivided <br />via the Colorado Technological Center filing number 1 plat in 1979. <br />She then shows an image of the PUD and the proposed layout of the site. The building <br />is located in the north half of the lot and access to the 15,597 sq ft. structure is via one <br />driveway located near the center of the site. A storm water pond is located at the <br />southwest corner of the site. There are 38 outdoor and 2 indoor auto parking spaces <br />along with four bicycle parking spaces. Five more auto spaces are provided than <br />required so that the building could accommodate an office use as a potential tenant. <br />The employee amenity space is towards the northwest corner of the site and is close to <br />the walkway, which goes around the west, north, and east sides of the building; this <br />provides pedestrians with a pathway that does not conflict with the loading area. <br />Two main entrances are located at the west end and at the southeast corner of the <br />building. The parking lot is configured with one-way drive aisles and the deeply <br />recessed loading zone in the middle of the building, all work to safely separate <br />pedestrians from autos. There is a truck turnaround space at the southern side of the <br />parking area and the dumpster is planned at the southeast corner of the parking lot. The <br />site layout complies with the Industrial Development Design Standards and Guidelines, <br />or IDDSG, by meeting all setback, height, parking, internal circulation, and grading and <br />drainage standards, except for the waivers noted. <br />The proposed architecture nearly matches that of the building to the south, which Ms. <br />Avanti also developed. The proposed structure would be made of CMU blocks with <br />metal doors and parapet caps, and steel canopies and loading doors. The roofline is <br />varied and the color palette is comprised of light tan with orange accents, just like the <br />building to the south. The proposed architecture and materials comply with the aesthetic <br />standards of the IDDSG. <br />The proposed landscaping plan also complies with the IDDSG standards, even with one <br />requested waiver. She shows another image from the PUD and how it depicts that the <br />plant materials are grouped according to water needs. The south and west side <br />landscaping will effectively screen the parking lot from the view of the public. Raised <br />planter beds frame the west side entry plaza and trees and shrubs provide shade and <br />privacy for the employee area north of the west side entrance. More than double the <br />required amount of landscaping is proposed for the 5.3 foot wide planting bed along the <br />north property line. <br />She discusses the first waiver request from the Site Access and Vehicular Circulation <br />requirements at 2.1.1.E of the IDDSG. This standard requires that driveways on <br />opposite sides of a street either align exactly or be offset by at least 75'. She shows an <br />image of a snapshot from page two of the PUD and rotates it so that north is to the right. <br />The proposed driveway for the subject site is indicated by the red arrow and the existing <br />driveways across Taylor Avenue are indicated by the green arrows. The three existing <br />driveways were allowed, through previous PUDs, to be constructed without complying <br />with 2.1.1.G of the IDDSG, which requires a minimum separation of 75 feet.
