Planning Commission <br />Meeting Minutes <br />June 23, 2022 <br />Page 13 of 14 <br />Kostecki says no, it was not part of that. The grass crete paving is counting towards the <br />landscape requirement. <br />Hoefner asks if they would be willing to have the outdoor lighting be a slightly warmer <br />temperature of 2700 or 2200 of what is proposed. <br />Avanti says our lighting engineer based the lighting on Louisville's code requirements. <br />If it is allowed, she does not mind the lightning being changed. <br />Closing Statement by Staff <br />Kay Marchetti reiterates that the grass crete paving is allowed for the landscape <br />requirement. Staff did work with the applicant on the allowed parking spaces in order to <br />take into account the flexibility needed for different uses such as an office. Staff also is <br />in agreement with the applicant of reducing the lighting temperature as suggested <br />earlier. <br />Zuccaro mentions that staff would not allow the grass crete to be the dominant <br />landscaping for the site. Because it is such a small amount, that is why staff has allowed <br />it to count towards the landscape requirement. He also mentions that city code does not <br />have a Kelvin requirement in the design criteria, but staff has encouraged applicants to <br />have 3000 or less Kelvins in order to follow the pending dark sky lighting initiative. <br />Discussion by Commissioners: <br />Moline says he is in support of this proposal and appreciates the applicant's willingness <br />to consider the lighting change. He is unsure if the commission needs to add that <br />change as a condition during the motion. <br />Howe says he agrees with Commissioner Moline. This has been a successful design in <br />the past. He thinks they should add a condition about the change in lighting to the <br />motion. <br />Brauneis says he does not think that condition should be made. The applicant has <br />made it aware that she will look into it. City Council will then address the lighting change <br />and if they choose to add it as a condition, they can do so at that time. He asks the <br />commissioners if they are okay without adding the condition. <br />Moline says he is fine with not adding the condition. <br />Brauneis mentions they should hold off on the condition because the dark sky lighting <br />is an initiative that has not been adopted yet. <br />Hoefner mentions he does not see the need for a condition. <br />Howe moves and Moline seconds a motion to approve Resolution 10, Series 2022. <br />Motion passes unanimously by a roll call vote. <br />None is heard. <br />COMMISSIONER COMMENTS <br />STAFF COMMENTS <br />Zuccaro mentions that the fence code exceptions and the inclusionary housing agenda <br />items are is still scheduled for the July 14 meeting but the Redtail item has been <br />postponed. <br />Howe asks staff if there is legal action that needs to take place for the fence agenda <br />item since that involves many HOA's. <br />
