Historic Preservation Commission <br />Meeting Minutes <br />December 19, 2022 <br />Page 2 of 4 <br />Brackett Hogstad begins her presentation by reviewing the property location. <br />She reviews the historic conditions and displays what the current condition of the <br />property is. <br />She mentions the landmark criteria and reviews each one. <br />Criteria 1: Landmarks must be at least 50 years old. Staff finds this criterion is <br />met. <br />• The principal structure at 1209 Main was constructed circa 1909, making <br />approximately 113 years old. <br />Criteria 2: Landmarks must meet one or more of the criteria for architectural, <br />social or geographic/environmental significance. Staff finds this criterion is met. <br />Architectural Significance — Represents a built environment of a group of <br />people in an era of history that is culturally significant to Louisville. <br />o This house has a craftsman -style bungalow and a Main Street <br />location. <br />• Social Significance — Exemplifies cultural, political, economic or social <br />heritage of the community. <br />o Long association with the Colacci family as well as coal -mining, <br />bootlegging, restaurant industry and small-scale poultry raising. <br />Criteria 3: Landmarks should meet one or more criteria for physical integrity. Staff <br />finds this criterion is met. <br />Physical Integrity — Shows character, interest or value as part of the <br />development, heritage or cultural characteristics of the community, region, <br />state, or nation. <br />o This house is in its original location. The 1948 size and form has <br />been retained. <br />Retains original design features, materials and/or character. <br />o Exterior materials such as siding have changed. No other changes <br />are noted or have been found. <br />Staff Recommendations <br />Staff recommends approval of Resolution 7, Series 2022, which includes <br />allowing an exception to the requirement of a completed assessment prior to <br />landmarking. <br />Staff recommends that the house be named for the Colacci family. <br />Approval of Resolution 7, Series 2022 would also make the property eligible for <br />the cost of an HSA. The current maximum amount available for an HSA is <br />$4,000. <br />Commissioner Questions of Staff. - <br />The commission and staff discuss how to approve the resolution and the <br />eligibility of the HSA amount together in one agenda item. <br />5 <br />
