Historic Preservation Commission <br />Meeting Minutes <br />December 19, 2022 <br />Page 3 of 4 <br />Applicant Presentation: <br />None is heard. <br />Commissioner Questions of Applicant: <br />None is heard. <br />Public Comment. - <br />Jean Morgan, 1131 Spruce St <br />Morgan thanks the owner of the house for landmarking instead of demolition. <br />Steve Selden, 1225 Main St <br />Selden appreciates that the homeowner will be landmarking their house. <br />Closinq Statement by Applicant: <br />None is heard. <br />Discussion by Commissioners. - <br />Burg says it is nice to deliberate this property for landmarking. It is clear it meets <br />all the criteria for landmarking. <br />Dunlap says he appreciates that this property can be landmarked. <br />Haley reviews the landmark criteria and agrees that this property meets each <br />criteria. She feels comfortable giving the HSA amount. <br />Keller thinks this is a great candidate for landmarking. <br />Dunlap moves and Keller seconds a motion to approve Resolution 7, Series <br />2022, which includes allowing an exception to the requirement of a completed <br />assessment prior to landmarking. As well as this approval, the commission <br />believes the applicant is eligible for an HSA. Motion passes unanimously by a roll <br />call vote. <br />Discussion / Direction <br />2023 HPC Work Plan: Part 1 of 2 <br />Dunlap asks for staff to explain what the 2024 Preservation Master Plan <br />preparations entails. <br />Brackett Hogstad says our preservation master plan is at least 10 years old. We <br />would like to renew this but next year may be too ambitious. <br />Keller asks why the Old Town Overlay is on the list. <br />Brackett Hogstad says this has been in the works for a while. This would just be <br />an update of the Old Town Overlay. She explains that she wanted the <br />commission to know that this will be discussed sometime in 2023. <br />Dunlap asks if staff can go into further detail on the grant tracking process <br />improvements. <br />Brackett Hogstad says she would like to update the administrative process and <br />make the grant process overall smoother. She mentions an option to have <br />
