Economic Vitality Committee <br />Meeting Minutes <br />December 16, 2022 <br />Page 2 of 5 <br />Mike Kranzdorf commented on the commercial energy code ordinance, asking <br />for Council to consider delaying its vote. He agreed that the ordinance is difficult <br />to comprehend and that he and many businesses are not sure how the <br />ordinance will actually impact them. He concluded his comments by suggesting <br />that if Council feels they do need to act, then they should consider doing what <br />Erie did and require electric -ready. <br />Chair Dickinson mentioned that there was a ribbon cutting in the morning for the <br />first completed rebuild of a home lost in the Marshall Fire. He emphasized that <br />the return of residents to Louisville is an important aspect of Louisville's <br />economic vitality. <br />Councilmember Most asked whether all of the permits issued so far have been <br />for residents rebuilding rather than developers. Director Zuccaro confirmed that <br />the vast majority of permits are for Louisville residents rebuilding their homes. <br />Councilmember Most also thanked Planning and Building staff for their efforts in <br />helping residents return home. <br />After concluding public comments, Chair Dickinson announced that he must <br />leave the meeting at 2:40 PM. <br />6. Discussion/Direction- Economic Vitality Committee Work Plan: Specialist <br />Brown presented an opportunity for the Committee to discuss the development <br />of its Work Plan. <br />Chair Dickinson clarified that City Council will be having its Work Plan <br />discussion on January 17, and wondered how the EVC can affect that <br />conversation. City Manager Durbin responded that the EVC can review <br />Council's Work Plan and identify areas that they wish to prioritize. <br />Councilmember Most expressed concern that smaller businesses may not be <br />aware of the process of accessing benefits that the City provides. She <br />requested a list of business that have participated in the Business Assistance <br />Program (BAP) and would like to identify new businesses that did not <br />participate in the BAP. <br />Public Comment from Mark Oberholzer: Mr. Oberholzer agreed and added that <br />new, small businesses may not have the connections or knowledge to inquire <br />about business incentives that they may have been eligible to receive until they <br />are already in Louisville. <br />Councilmember Fahey responded that new businesses need to have <br />appropriate contact info for all City contacts that may help them get started in <br />Louisville. <br />Agenda Packet P. 3 <br />
