Open Space Advisory Board <br />Minutes <br />December 14, 2022 <br />Page 3of8 <br />They would like to install a piece of art and install water for the dogs there. No <br />one on the board had heard of the project. Several board members cautioned <br />that a project like this at Davidson Mesa could very well be in violation of the <br />open space land zoning rules and land classification specified in the City Charter. <br />Ember said she'd follow up with Adam regarding board concerns and future <br />process for the project. <br />Susan asked about the report that rangers are experiencing more contentious <br />interactions about dogs off -leash enforcement. Susan asked about the rangers' <br />process and also whether the increased level of contention was city-wide or <br />local. Ember replied that it seems to be city-wide. She also shared the <br />enforcement process related to dog violations. Jessamine asked if there was a <br />consistent reason why these interactions are becoming more contentious. <br />Ember didn't know of a consistent reason but suggested that citizens were still <br />affected by the pandemic and the fire. <br />Board Updates - Susan said that she and Patricia Rogers from PPLAB met and <br />are going to go out to tour potential dog park citing locations on December 27. <br />They plan to create a memo about their findings and would like to have a board <br />discussion item at a future meeting to discuss their memo. <br />Charles wanted to thank his fellow board members who went to the City Council <br />directly to vouch for him during his reappointment process. <br />Helen, Laura, and Ember are planning another wayfinding tiger team meeting to <br />start planning how to allocate the additional wayfinding funding approved for <br />2023. <br />David created a draft for the Boulder County Trails and Land Acquisition process <br />based on the previous meeting's discussion. It will most likely go to the City <br />Council during January. <br />Public Comments on Items not on the Agenda - Daniel Philip Boutote (2379 <br />Golden Eagle Way) and his associates from the North End HOA came to discuss <br />the potential for fire mitigation on some of the out lots around Hecla Lake and <br />next to their North End neighborhood. They would like to see the City of <br />Louisville do some mowing and do some brush removal, or alternatively to allow <br />the HOA to do so itself. They would also like to have their out lots included in the <br />wildfire contracts. <br />Mark Cathcart (1763 Sweet Clover Lane) shared a map of the area and pointed <br />out the out lots C, D, & E that go through the center of the development. He <br />reported that it is unclear whether the HOA or the city is responsible for <br />maintaining those properties. The HOA is being told by the city that they can't do <br />the work, but if they can't, they want the city to do it. <br />5 <br />
