City Council <br />Meeting Minutes <br />September 6, 2022 <br />Page 10 of 13 <br />lower street facing structure percentage, removing the requirement for 50-foot <br />separation between private drive aisles, and allowing a 10-foot rear setback for the <br />carports instead of the 20-foot setback requirements. Manager Ritchie noted the Special <br />Review Uses being requested. <br />Councilmember Brown asked for clarification on vacating the easements. Manager <br />Ritchie responded that due to the reconfiguration of the property, the existing <br />easements don't work requiring the current easements to be vacated, so the new <br />easements can be approved. <br />Mayor Pro Tern Maloney asked for help in understanding the maximum density waiver <br />for the property. Manager Ritchie answered that if the entire DELO property is <br />considered, the density is less than 28 units per acre. <br />Councilmember Most wanted to know if the traffic study was the same study that was <br />provided to Planning Commission or is this a new study and when was it completed. <br />Manager Ritchie stated it is a new study that was completed in late June / early July. <br />Although the study was done while school was not in session, a factor was applied to <br />account for traffic during a normal school day. <br />Sean Murphy with LCP Development, made a brief applicant presentation on the <br />project. <br />Mayor Pro Tern Maloney asked several questions regarding the proposal. In response, <br />Mr. Murphy noted that there would be 8 units split between the two multi -unit buildings, <br />which would have finishes comparable to the market rate units. There would be four or <br />five electric vehicle charging areas available. The small commercial space would be <br />smaller than most Starbucks, but a small office or coffee shop would be possible. The <br />size would not support a restaurant or any other higher use business. <br />Public Comments <br />Josh Cooperman, resident, stated he is generally supportive of this development as it is <br />a good location that is walkable to downtown, it is on land that is being redeveloped, <br />and has affordable housing. He stated he is generally supportive of higher density <br />developments as they are more sustainable. <br />Sherry Sommer, resident, asked Council to deny the application due to the increase in <br />density. This is right by a school and has a lot of traffic. She doesn't support increasing <br />population in this area. <br />Lindsay Denault, resident, stated she is concerned about the additional density, the <br />impacts on neighbors, and the increase in traffic at a corner (Cannon and Griffith) that <br />already has a high number of accidents. <br />
