City Council <br />Meeting Minutes <br />September 20, 2022 <br />Page 4 of 11 <br />• The full valuation is included on the permit application <br />• Staff verifies ownership and previous vs proposed home size and calculates Use <br />Tax Credit <br />• Invoice reflects Use Tax as paid in full <br />• If the builder pays for the permit, staff will require the homeowner to submit <br />authorization for the builder to receive the credit on their behalf <br />• Any property owners who have already paid in full will be eligible to receive a <br />rebate/refund for the Use Tax Credit <br />Staff estimates the cost of this program as drafted would amount to 75% of Use Tax <br />revenue associated with Marshall Fire reconstruction, or approximately $4.3 million. <br />New owners before rebuild and those homes would not be eligible for the credit. <br />Public Comments <br />Judy Kern, Louisville, urged Council to consider changing the program to provide a <br />100% rebate of the Use Tax to help people get back in their homes. <br />John Barrett, Louisville, asked Council to consider not prorating based on square <br />footage of the original home. He said they ended up choosing a larger home because <br />the builder they are using has a limited number of floorplans from which to choose and <br />this one fits in their insurance plan. <br />Charlotte Buck, Louisville, stated she wants to build the most energy efficient home but <br />that means it is more expensive. She encouraged approval saying every dollar helps. <br />Genevieve Sparanga, Louisville, asked Council to not prorate the credit based on the <br />size of the home. She noted her home will be larger as they chose to get rid of vaulted <br />ceilings to have a more energy efficient home. <br />Russ Moore, Louisville, asked Council to consider giving as much relief as possible, and <br />asked the program not prorate based on size for the same reasons already mentioned. <br />Tawnya Samauroo, Louisville, also asked Council to consider not using the prorating <br />based on the size of the original home. She noted few builders are offering designs for <br />smaller homes. <br />Larry Donner, Louisville, stated he supports the staff recommendation. <br />Yasmin Ramen, Louisville, encouraged the Council not to prorate the cost based on <br />size. She too is building without vaulted ceilings and making an efficient home which <br />has made the size of the house slightly larger than their old one. <br />
