Historic Preservation Commission
Meeting Minutes
January 30, 2023
Haley says the Blue Parrot sign is a landmarked item and we need to figure out
where we can permanently house it. We said this could go in the library but it is a
large sign so it is limited to where it could go.
Zuccaro says if we do build a museum campus, we could put it in a display
window. The lobby of the library could be a good place for it as well as maybe the
rec center. The library would most likely be a temporary location.
Anderson says he is interested in being a part of this subcommittee. He
mentions he does not understand why the PaleoWest survey is on the list of
projects. He is interested in the Old Town Overlay mapping.
Brackett Hogstad says she put those on the list because it will take up staff and
hearing time. There is a presentation ready for March from PaleoWest. In
regards to the Old Town Overlay, the HPC will review that zoning update and
provide a recommendation to City Council.
Haley mentions doing outreach with realtors and giving them updated
information on the process.
Brackett Hogstad recaps who will be a part of which subcommittees as well as
sending a follow up email to the commissioners.
Anderson says in regards to increase in grant amounts, is there any chance we
can figure out when the last increase was and setting a date of when we can
increase that amount based on material costs? We could have outreach letting
them know that this amount will increase and hopefully pull more people into the
program.
Dalia is in favor of bringing in an inflation -based increase.
Brackett Hogstad says it is justified to re-evaluate the amount and would be
worthwhile putting this year towards that research.
Dalia asks for staff to give the subcommittee's homework and deliverables.
The commissioners discuss how they can update the commission and mention
that the commissioner updates at the end of each hearing would be the ideal
time to give subcommittee updates.
Brackett Hogstad mentions she is working on what platform the commission
can use to interact with one another, but she does have to consider the open
government policies they have to abide by.
Dalia asks staff to give a list of commissioner numbers and emails.
Items from Staff
Coloring Book Update
Brackett Hogstad brings up the coloring book and presents two working images
from the artist. She asks what level of detail they prefer. These are not the final
images since there will be more background detail.
Open Government Pamphlet
The 2023 pamphlet is in the meeting packet for the commissioner's to review.
Subcommittee Review Updates
7
