Planning Commission <br />Meeting Minutes <br />November 10, 2022 <br />Page 4 of 13 <br />proposed on the PUD Amendment. The existing easements were platted as part <br />of the 2017 subdivision plat. The applicant proposes the vacation of easements <br />that are no longer needed from the original plat, as shown in red. This will be <br />further evaluated at the City Council hearing. <br />The PUD Amendment proposes construction of 17 buildings, including 4 <br />commercial retail/office buildings on the southern half of the site towards South <br />Boulder Road and 13 residential multi -family buildings containing 38 dwelling <br />units on the northern half of the site. <br />The site layout is similar to the 2017 PUD Amendment and includes a north - <br />south private drive that connects South Boulder Road and Hecla Way. An east - <br />west access drive into the site off Blue Star Lane is located in a similar location to <br />the existing 2017 PUD. The PUD Amendment proposes alleyways for access to <br />the residential buildings. Areas on the site are connected through a network of <br />drive aisles and internal walkways. The walkways connect to the adjacent streets <br />and trail to the west. Walkways are 5ft in width and 6.5ft in width in areas <br />adjacent to parking spaces. Existing drainage infrastructure is maintained in the <br />southern 35ft drainage easement. <br />A total of 92 spaces are provided for the 38 residential units. Parking is provided <br />through two -stall garages in each unit, along with two driveway spaces for <br />buildings 11 and 12. A total of 148 parking spaces are provided for the office and <br />retail uses on the site. Some spaces are used for snow storage seasonally; <br />however, the required 142 spaces will still be available.16 bicycle spaces are <br />proposed where 15 are required, as shown in red. Bicycle spaces are proposed <br />adjacent to commercial buildings in convenient locations off the sidewalks. The <br />site provides the required number of EV spaces per Section 17.20.170 of the <br />Municipal Code. EV charging spaces are separated out per use, as seen in the <br />PUD parking plan tables on Sheet 5. <br />As mentioned, there are four commercial buildings on site. Building 1 is a two- <br />story structure with retail on the first floor and office on the second floor. Each <br />floor is 5,471 square feet or 10,942 square feet total. The location of the building <br />is shown in red on the key map in the top left. <br />The building has varying forms to add architectural interest and depth to the <br />building. Most materials on the forms are contiguous between the first and <br />second stories. The forms consist of stucco, cementitious lap siding, and board <br />and batten siding. Small amounts of metal siding are used on the east and west <br />elevations on the first story. <br />Building 2 is two -stories and also contains retail on the ground floor and offices <br />on the second floor. The building has 7,295 square feet per floor or 14,590 <br />square feet total. Building 2 consists of mostly flat roofs with butterfly roofs on the <br />east and west sides of the building.
