Summary of Benchmarking Data <br />Grounds Staffing and Level of Service <br />A detailed labor -needs analysis was not within the scope of this project and would require a <br />consolidated staff assignment matrix and work order analysis that is currently not available. However, <br />we made a high-level comparison of current staffing to industry benchmarks to gain a general sense of <br />Parks staffing levels. Benchmarking is useful for making relative comparisons but should not be <br />considered definitive for developing staffing levels. <br />Data provided by Parks showed that there were 23.5 FTE (22.31 Parks and 1.19 cemetery) staff <br />members that are currently identified as having primary responsibility for grounds maintenance. <br />Although the function of the dedicated grounds maintenance personnel varied, and included some <br />unique responsibilities, these individuals were responsible for carrying out the grounds functions. In <br />addition, Parks staff are supported by contractors. APPA's service level model for grounds staffing <br />The advantage of looking at staffing through the lens of the APPA staffing model is that service level is <br />considered, and staffing levels are linked to service level desired and/or provided. <br />A comparison of the APPA grounds staffing benchmarks indicates that with current in-house staffing, it <br />would be feasible for Parks to consistently deliver grounds maintenance services between APPA level 4 <br />(Moderately Low-level) and level 3 (Moderate level) across its roughly 356-acre portfolio.
