City Council <br />Meeting Minutes <br />October 3, 2022 <br />Page 6 of 8 <br />Councilmember Dickinson agreed and asked that the events in town showcase a <br />diverse and inclusive community as part of our EDI efforts. <br />Councilmember Fahey stated she supports the funding but noted all boards and <br />commissions would like additional funding. She asked if this could be done as a budget <br />amendment later when we know better what the fire impacts will be. <br />Mayor Pro Tem Maloney agreed with Councilmember Fahey. He asked if increases <br />where made here what might need to be decreased. City Manager Durbin stated that if <br />this is a priority for Council staff will figure out where find the money. <br />Councilmember Most stated she would like to see the target reserves be higher than the <br />minimums. That funding may be needed for continuing climate disasters. She doesn't <br />think the minimum reserve is enough in an emergency. She stated we might want to <br />plan for higher insurance increases in the out years. She asked if the Recreation Center <br />replacement schedule is too aggressive and if things can't be held onto longer. <br />Councilmember Dickinson agreed we should have higher reserves to be prepared for a <br />catastrophe. <br />Councilmember Brown supported higher funding for the LCC. Councilmember Leh <br />agreed. <br />Mayor Pro Tem Maloney stated it is important that we have a balanced budget and the <br />Council will have to make that happen. He noted we still don't know what we are getting <br />for reimbursement for the fire and we have to make sure the long term numbers come in <br />above the required reserves. He has concerns about bringing that into balance. <br />Councilmember Leh also noted the need to plan for higher insurance costs. <br />Mayor Maloney reviewed the comments asking staff to bring back options for an <br />increase in funding for the Cultural Council and more information on the Recreation <br />center renewal and replacement. He also noted the Finance Committee will have to <br />address reserve issues on its work plan. <br />Councilmember Brown left the meeting at 7:32 pm. <br />EXECUTIVE SESSION <br />PENDING LITIGATION (Louisville Charter, Section 5-2(d) — Authorized Topics — <br />Consultation with attorneys representing the City with respect to pending <br />litigation, and C.R.S. 24-6-402(4)(b) for a conference with attorneys representing <br />the City for the purpose of legal advice on specific legal questions concerning <br />pending litigation, specifically Rocky Mountain Gun Owners, et all v. The City of <br />Louisville. <br />
