City Council <br />Meeting Minutes <br />October 3, 2022 <br />Page 5 of 8 <br />DAMAGED OR DESTROYED BY MARSHALL FIRE — 1st AND FINAL READING — <br />PUBLIC HEARING — Adoption as an Emergency Ordinance <br />Mayor Maloney introduced the item by title and opened the public hearing. <br />Planning Manager Ritchie stated this ordinance would allow property owners who <br />owned a property in any jurisdiction that sustained significant structural damage or was <br />destroyed by the Marshall Fire to be eligible for the same energy code options available <br />to those rebuilding on their original lots, provided they also attest they are requesting <br />relief due to financial hardship. <br />Public Comments — None <br />Councilmember Most stated she supports this ordinance to help fire survivors in all <br />jurisdictions. Councilmember Fahey agreed. <br />Public Comments — None <br />Mayor Pro Tem Maloney closed the public hearing. <br />MOTION: Councilmember Most moved to approve the ordinance; seconded by <br />Councilmember Dickinson. <br />VOTE: Motion passed by unanimous roll call vote. <br />DISCUSSION/DIRECTION — CITY MANAGER'S PROPOSED 2023-2024 <br />OPERATING & CAPITAL BUDGET, 2023-2028 CAPITAL IMPROVEMENTS PLAN, <br />AND 2023-2028 LONG-TERM FINANCIAL PLAN <br />City Manager Durbin stated this was originally presented at the September 20 meeting. <br />The City is in a different situation than it was a year ago; this budget is conservative. <br />The priorities are Marshall Fire recovery, maintaining essential assets and programs, <br />and a sustainable budget future. He reviewed the budget calendar. <br />Public Comments <br />JR Ketelsen, Louisville, asked the Council to consider additional funding for the Cultural <br />Council in the 2023 budget. He noted the arts are essential for a vibrant community and <br />noted all of the work the LCC does in the community. <br />Councilmember Most stated she understands the City is in a precarious budget position <br />but asked the Council to consider increasing the LCC budget from $15K to $50K. She <br />stated additional art events would be great for the community and also asked the LCC <br />to bring more diverse and inclusive events to town with that funding. <br />
