3.0 PAVEMENT CONDITION SURVEY RESULTS
3.1. Foreword
This section will review the results of the pavement condition survey performed in September 2021.
Roadways that were rehabilitated or reconstructed after the field inspection was performed were
assigned a very high reset PCI value. All other segments were deteriorated using the defined pavement
deterioration models to reflect the conditions of the roadways at the time of analysis (August 2022).
First is a summary of conditions in the four functional classes used in the City analysis. Next, this
section will review photos of the network taken from the RST. Finally, a series of charts will summarize
the findings of the condition survey and the overall PCI distribution of the City pavement network.
3.2. City Street Inventory and Condition Summary
The City of Louisville is currently (as of Aug 2022) responsible for approximately 101 centerline miles of
pavement with an overall PCI of 73 and a backlog of 2%. These conditions are considered better than
average and point to an already effective management strategy. Table 3 presents the City's inventory
and pavement condition breakdown between different functional classes. Detailed information for
each management section is available in Appendix A.
Table 3 - Network Inventory Summary by Functional Class
CL
i.
a..
M
a
Y
L
O
w
a)
z
IO
d
.+
Q
L
y
U
N
L
r-
V
Segment (Block) Count
All Streets
1069
115
152
53
749
Asphalt
1064
114
152
53
745
Concrete
5
1
0
0
4
Network Length (ft)
All Streets
534,124
126,081
66,799
50,178
291,065
(Centerline Length)
Asphalt
531,788
125,761
66,799
50,178
289,050
Concrete
2,335
320
0
0
2,015
Network Length (mi)
All Streets
101.2
23.9
12.7
9.5
55.1
(Centerline Length)
Asphalt
100.7
23.8
12.7
9.5
54.7
Concrete
0.4
0.1
0.0
0.0
0.4
Average Width (ft)
All Streets
34.0
34.6
37.4
34.7
32.8
Asphalt
34.0
34.5
37.4
34.7
32.8
Concrete
41.0
65.0
0.0
0.0
37.2
Network Area (yd2)
All Streets
2,017,024
484,776
277,662
193,271
1,061,314
Asphalt
2,006,389
482,465
277,662
193,271
1,052,990
Concrete
10,635
2,311
0
0
8,324
Current PCI
All Streets
73.7
77
73
74
72
Aug 2022
Asphalt
74
77
73
74
72
Concrete
84
95
0
0
81
Current Backlog (%)
All Streets
2.1
0.0
3.8
5.6
1.9
Aug 2022
IMS Pavement Management Report
Louisville, CO 2022
Page 116
