3.3. City Network Condition Imagery <br />The images presented below provide a sampling of the City streets that fall into the various condition <br />categories with a discussion of potential rehabilitation strategies. <br />Very Poor (PCI = 0 to 25) — Complete Reconstruction (Not a Louisville street) <br />Not a Louisville street (PCI = 14) — Rated as Very Poor, this street displays a large quantity of alligator <br />cracking severe enough to suggest that the pavement structure is inadequate for current traffic loads. <br />The rehabilitation of roads in this condition through a mill and overlay is generally ineffective, as the <br />failures usually extend to the bottom of the pavement layer. Streets in this condition require <br />rehabilitation that involves removal and replacement of the asphalt layer, base stabilization, or <br />complete reconstruction based on design requirements. <br />Deferral of reconstruction of streets rated as Very Poor will not cause a substantial decrease in overall <br />pavement quality. The streets have passed the opportunity for overlay -based strategies, meaning that <br />reconstruction, which is expensive, is the most suitable solution. So, Very Poor streets are often <br />deferred in favor of rehabilitating more streets at lower costs, resulting in a greater net benefit to the <br />City. This strategy however must be sensitive to citizen complaints forcing the street to be selected <br />earlier. In addition, this type of street can pose a safety hazard for motorists since severe potholes and <br />distortions may develop.
