Mr. Geoff Nettleton <br />March 21, 2023 <br />Page 3 of 6 <br />Scope of Work <br />Fehr & Peers delivered Phase I of the Traffic Signals Management Plan which included objectives <br />for Louisville's signals system, an assessment of Louisville's existing signal infrastructure, and <br />recommendations for operations and routine maintenance. Phase II of the plan will develop a <br />capital improvement plan (to avoid obsolescence, incorporate resiliency, prepare for emerging <br />technologies, optimize multimodal mobility and safety, and accommodate city growth) and an <br />implementation plan for upgraded traffic signal infrastructure. The capital improvement plan will <br />recognize recent work with the Fire Department regarding pre-emption and planned work to do a <br />structural review of signal structures. <br />In addition to completion of the Traffic Signals Management Plan, the proposal also includes the <br />following tasks: <br />• Assisting the City in developing the scope of work for a signal maintenance contractor <br />• As an early action for Phase II of the Traffic Signals Management Plan, prioritize traffic <br />signal cabinets for replacement <br />• Signal re -timing at 18 existing signalized intersections, including collecting traffic counts <br />and signal timing development <br />• Develop standards and specifications for new traffic signal construction in Louisville <br />• An umbrella task for other ongoing traffic signals support including traffic signal plan <br />review through the development review process <br />Traffic Signals Management Plan Phase II <br />Fehr & Peers will complete Phase II of the Traffic Signals Management Plan, building upon the <br />Phase 1 work we completed in 2022. We expect this task to be completed over approximately 6 <br />months. Our deliverable will be a complete Traffic Signals Management Plan report, incorporating <br />elements from both Phase I and Phase 11. We will incorporate up to two rounds of consolidated, <br />resolved comments into the report. <br />Project Management <br />Fehr & Peers will check -in at least bi-weekly with Louisville's project manager regarding project <br />progress. Throughout the project's duration, we assume up to six meetings to review interim <br />deliverables or to discuss feedback on plan elements. <br />Recommendations and Suggested Priorities <br />In this subtask we will create a project list for different signal system elements. We will use the <br />Phase I existing conditions assessment of traffic signals, controllers, cabinets, detection, <br />preemption, and communications network; the project list will represent replacement or new <br />items to upgrade the existing signals system to Louisville's desired state for signal infrastructure. <br />
