Open Space Advisory Board
Minutes
April 12, 2023
since the salaries have been increased, and added that this seems to be a regional,
even national trend.
Council has approved the plans for grazing on open space. There are several plans in
the works for grazing and weed control on open space during 2023.
The board had asked for an update from Adam about how he understood the role of
OSAB and trails. Ember shared an email that Adam sent saying that he felt that PPLAB
should be consulted about trails on parks and OSAB should be consulted for trails on
open space. In the past, OSAB has been told it should consult on all trails in the City's
network.
David reported that he had asked Adam whether OSAB could weigh in on naming the
104t" Street Trail. Ember wasn't sure, saying that the trail had been informally called the
104t" Street Trail for so long and on so many documents, that it may have become the
formal name. David commented that as it is a trail jointly built by Lafayette, Louisville,
and Boulder County, the three municipalities should be given a chance to name it.
Ember said she thought it was likely that the temporary name will become the formal
name.
9. Trails Tiger Team
no update
David announced that the DRCOG projects that impact Louisville are being reviewed,
including the citizen input from the internet survey. The final selections will be in July or
August.
David learned that meeting minutes are not being generated right now for City Council:
in order to know what's going on you have to attend or listen to the recordings.
David announced that on April 21st, from 9-1 lam, there will be an Arbor Day tree
planting event.
Susan went to a City Council meeting three weeks ago. The second agenda item was
about consolidating advisory boards. The council heard from different board members at
the time. She thought she heard a diversity of council opinions. They are considering
eliminating the Recreation Center Board. There was discussion of combining Recreation
Center Board, PPLAB, and OSAB. Susan said that she had spoken against this idea.
Susan said that Jeff, the City Manager, was planning to weigh in on this topic, but has
been sick. David added that Jeff is hoping to get feedback, but the topic will be
discussed again on May 2nd. Susan continued that there was discussion about whether
term limits were useful for boards: whether expertise was more important or fresh blood
on the boards. Michiko said that mentoring from more senior board members has been
very useful for her as a new member and that the institutional knowledge has been really
7
