Laura felt that there shouldn't be term limits, noting that there seems to be a <br />natural turn -over of Board members, with a few new members every year. She noted that <br />it has been a strength of OSAB that while there have been some members who have <br />served a long time, there has been a reliable rotation of people serving as the chair. She <br />added that while long -serving board members are helpful for maintaining institutional <br />knowledge, it's productive not to have one person dominate the chair seat. Susan <br />commented that some boards have trouble recruiting and retaining members, so a one - <br />size -fits -all decree on term limits might not be helpful. Jojo said that they appreciate the <br />continuity of longer -term members. The board didn't reach a consensus about whether <br />there should be term limits, but it was united in the opinion that if there were term limits, <br />they should be quite long. <br />"Do you feel that your body has been effective or ineffective?" <br />The Board felt that it had already addressed this question in the discussion above. <br />"What are the practices of your body in regards to agenda development, meeting duration <br />and meeting tempo?" <br />Jessamine said that the Board sometimes spends too long on discussions and sometimes <br />wants to discuss things not listed on the agenda. Otherwise the Board felt that it did okay <br />with this. <br />8. Discussion Item: The role of OSAB in city wide trails planning and design and <br />construction review, Presented by David Blankinship, OSAB Chair, and Adam <br />Blackmore, Director of Parks, Recreation, and Open Space <br />The meeting ran out of time. Adam said he'd be willing to have a discussion of this topic <br />off-line, maybe including PPLAB. <br />9. Adjourn <br />The meeting adjourned at 7:05. <br />7 <br />
