Jessamine suggested that the meeting about RedtaiI Ridge last summer <br />was a failure in planning and preparation, as the Board was asked to opine about a <br />proposal they were not given adequate time to understand, but she felt it was a success <br />in that the Board said they could not comment at that time, despite being pressured to <br />do so. She went on to say that the Board needs more training on its role and <br />responsibilities during quasi-judicial meetings for circumstances like that. Helen said that <br />a success has been OSAB's advocacy for improved transparency about how the Open <br />Space/Parks Sales tax money has been allocated. Laura said that the advocacy for both <br />the Ranger Program and the staff Senior Naturalist position came from this Board, and <br />those programs should both be seen as successes. <br />"How is your process to develop your annual work plan? How does it align with Council's <br />work plan?" <br />Helen thought this could be summarized by a quick write up of the Board's goals <br />document process. David thought the OSAB goals document could be a little more <br />structured in terms of scheduling. Jessamine thought that the Board should always be <br />given the Council's work plan (like it was this year), adding that it would be useful to have <br />staff's work plan, too. David would like to see Council's advance agendas be automatically <br />pushed out to all boards, so the boards could remain abreast of Council's topics. <br />"If Council will be considering changes, what changes would you recommend?" <br />Jessamine would not recommend combining the Open Space Advisory Board with any <br />other boards. Jojo said the Board should be assigned more formal oversight over trails, <br />but otherwise not changed. David suggested streamlining the process to deliver memos <br />to Council. He would like to have a discussion of how Council receives communications <br />from all boards and commissions. He stated that it should be easier and more effective <br />for the considered opinion of the Board to get the ear of Council than a random citizen <br />who shows up to a Council meeting. Helen recommended re -instituting a true Council <br />study session involving Council and OSAB, so that communication and discussion is direct, <br />dynamic and open to the public. An informal dinner before would be nice but not effective <br />or productive as a study session alternative. David asked whether the Board liked having <br />a Council liaison attend meetings better than having a study session. Helen and Jessamine <br />pointed out that a liaison is a single person who does not necessarily represent the whole <br />Council and won't always be able to attend, but Helen does like that the liaison is useful <br />for actively bringing information to the Board. Michiko thought it might be difficult to get <br />a Council member to commit to coming to every meeting, so maybe study sessions would <br />be more reliable. She also commented on how useful the OSAB mentorship program has <br />been to her during her on -boarding process. David asked the Board what they think about <br />term limits for Board members. Susan said she thought there should not be term limits. <br />Michiko thought that maybe board term limits could be the same as City Council term <br />limits. Jessamine said she was open towards term limits, but that they should be a long <br />no <br />
