Senior Advisory Board
Meeting Minutes
5/19/09
Claudine referred to her memo. There is a donor restricted fund of $5,227.75.
The forecast for next year's spending is: $1500 for Lifelines and a maximum of
$1500 for activity assistance. So far we have given a $50 activities scholarship
to fifteen people. We've spent $47 from the Senior Games allotment. There
have been two fund requests: a) to help a client acquire dentures. We put in a
grant request to Boulder Aging Services. The Foundation gave $50, her church
gave $200, and $400 already came from BCASD Short-Term Assistance Funds.
Friends of Man turned the client down. We asked Selena to reapply to Boulder
County Aging Services' Short-term Assistance program. They gave an additional
$800. The dentist (Comfort Dental) waived 50% of client's remaining balance.
Medicaid is paying the cost of tooth extraction; b) to help a client who lives in
Louisville and whose mother is an Alzheimers patient. The client has to pay the
full amount during the spend-down period before her mother can be eligible for
Medicaid. Boulder County Aging Services is giving her $500 and the client also
asked them for $500/month for day care. Staff is requesting $82/month (for max
of 6 months) to help her pay the nursing home cost.

During discussion, it was pointed out that if someone receives money to help pay
nursing home costs during a spend-down period, this simply delays the spend-
down. Walt moved and Larry seconded that the Board give the client 1 $200.
Connie requested and the Board agreed that the decision be postponed to the
July meeting for client 2.

Focus Group Reports and 2009 Goals
A. Basic Needs
1. Housing-Walt Oehlkers.
Walt gave the report in Bob P'S absence. He and Bob are working with Paul
Woods to see that Louisville meets visitability requirements for senior housing.
Paul has agreed to keep Bob and Walt informed in the preliminary stages. The
major priority is affordable housing and the best type would be something
equivalent to Lydia Morgan. Louisville also needs rental housing further up the
scale. Paul will work with us closely on the Baptist property. The developer who
was going to consider the site proposed housing that was too high-cost, more
like Balfour. The cost to develop the Baptist property and the zoning problems
are a nightmare, but it is an ideal location for seniors. Selena came up with the
information we need to advocate changes in the zoning laws, e.g., more seniors
living in one facility. The only thing seniors can do, Walt says, is advocate for it.
If someone wanted to build a multi-floor unit, it would require zoning changes,
which seniors could advocate for.

B. Social and Civic Engagement
1. Programs- Larry Brassem
The focus group met in April and completed the calendar for June through
August. September to November are pretty much done but ideas are still
welcome. Carol pointed out that some people would like some shorter events,
rather than several hours spent in a bus..
